Each animal exported live represents lost domestic processing, lost jobs, and lost foreign exchange.<\/p>\n<p>We are exporting value we should be capturing at home.<\/p>\n<p>As a country, Namibia has already proven that smart agricultural policy can shape markets, protect producers, and build local industry. The model exists. It works. And it is time we apply it where it matters most, the red meat sector.<\/p>\n<p>Through the Namibia Agronomic Board (NAB), Namibia has successfully implemented a simple but powerful principle: when local supply is sufficient, imports are restricted to protect domestic production and value addition.<\/p>\n<p>This approach has strengthened horticulture, supported farmers, and encouraged agro-processing. It is not ideological protectionism; it is pragmatic economic policy.<\/p>\n<p>The question now is unavoidable: Why do we not apply the same logic to cattle?<\/p>\n<p>The Policy Contradiction<\/p>\n<p>Namibia protects its vegetable farmers when local supply is adequate but allows its cattle to leave the country unprocessed, even when local abattoirs have capacity.<\/p>\n<p>This is not a market failure. It is a policy gap.<\/p>\n<p>If we are serious about \u201cGrowth at Home,\u201d then red meat must move from production-led thinking to value-chain discipline.<\/p>\n<p>From NAB to Red Meat: A Practical Policy Roadmap<\/p>\n<p>Namibia does not need to reinvent policy; it needs to adapt what already works.<\/p>\n<p>A Livestock Value Retention Scheme could provide that bridge.<\/p>\n<p>1. Threshold-Based Export Controls<\/p>\n<p>Introduce a clear, rules-based system:<\/p>\n<p>\u2022 When local abattoirs have unused capacity \u2192 limit live exports<\/p>\n<p>\u2022 When genuine surplus exists \u2192 allow controlled exports<\/p>\n<p>This mirrors the NAB approach: protect local value when it is at risk.<\/p>\n<p>2. A Minimum Value-Retention Threshold<\/p>\n<p>A practical extension of this approach would be the introduction of a minimum value-retention threshold for livestock exports.<\/p>\n<p>Under such a framework, cattle below a defined live weight, representing unfinished animals with significant remaining value, would not be eligible for export. These are precisely the animals that should be feedlotted, finished, and processed locally, where Namibia captures the full economic benefit.<\/p>\n<p>Rather than a blunt restriction, a tiered system could be introduced:<\/p>\n<p>\u2022 Lower-weight animals: retained for domestic value addition<\/p>\n<p>\u2022 Transitional weights: exported under controlled conditions or levies<\/p>\n<p>\u2022 Fully finished cattle: eligible for export<\/p>\n<p>In simple terms: Namibia should not export cattle before it exports value.<\/p>\n<p>3. Seasonal Flexibility<\/p>\n<p>Livestock markets are not static. Policy must reflect that.<\/p>\n<p>\u2022 Allow exports during drought-induced offloading<\/p>\n<p>\u2022 Restrict exports when local processors are under-supplied<\/p>\n<p>This ensures the system is responsive, not rigid.<\/p>\n<p>4. Incentivise Local Slaughter<\/p>\n<p>Restrictions alone are not enough. Farmers respond to price signals.<\/p>\n<p>Policy must include:<\/p>\n<p>\u2022 Competitive pricing frameworks<\/p>\n<p>\u2022 Transport support into formal markets<\/p>\n<p>\u2022 Targeted support for communal producers<\/p>\n<p>The objective is simple: Make local value addition the most attractive economic option.<\/p>\n<p>5. Export Levy for Industry Development<\/p>\n<p>Where live exports do occur, Namibia should still capture value.<\/p>\n<p>A modest levy on live exports could fund:<\/p>\n<p>\u2022 Feedlot expansion<\/p>\n<p>\u2022 Cold chain infrastructure<\/p>\n<p>\u2022 Northern communal area integration<\/p>\n<p>This ensures that even exported cattle contribute to domestic industry growth.<\/p>\n<p>6. Align with Biosecurity and Market Access<\/p>\n<p>The SONA rightly emphasised the importance of protecting Namibia\u2019s animal health status, including measures against Foot and Mouth Disease.<\/p>\n<p>A value retention approach strengthens this position:<\/p>\n<p>\u2022 Better traceability<\/p>\n<p>\u2022 Stronger quality control<\/p>\n<p>\u2022 Enhanced export credibility<\/p>\n<p>This is not just agricultural policy; it is trade diplomacy.<\/p>\n<p>Red Meat as Economic Diplomacy<\/p>\n<p>Namibia\u2019s beef is globally respected because of:<\/p>\n<p>\u2022 Its disease-free status<\/p>\n<p>\u2022 Its traceability systems<\/p>\n<p>\u2022 Its processing standards<\/p>\n<p>But exporting cattle on the hoof undermines this positioning. It shifts Namibia from a premium exporter of processed beef to a supplier of raw livestock.<\/p>\n<p>No country builds a strong export brand by exporting its value chain.<\/p>\n<p>A Moment for Policy Coherence<\/p>\n<p>The direction from government is clear: value addition, industrialisation, and economic resilience.<\/p>\n<p>The NAB has shown that Namibia can:<\/p>\n<p>\u2022 Use policy to shape markets<\/p>\n<p>\u2022 Protect domestic production<\/p>\n<p>\u2022 Build local industry<\/p>\n<p>The red meat sector now requires the same clarity.<\/p>\n<p>This is not about banning exports. It is about disciplining them in the national interest.<\/p>\n<p>Conclusion: From Cattle to Strategy<\/p>\n<p>Namibia must decide whether cattle are:<\/p>\n<p>\u2022 A commodity to be exported at the earliest opportunity, or<\/p>\n<p>\u2022 A strategic asset to be processed, branded, and leveraged globally<\/p>\n<p>The difference is policy.<\/p>\n<p>If vegetables deserve protection when Namibia can supply itself, then surely cattle, our most strategic agricultural asset, deserve the same level of policy intelligence.<\/p>\n<p>In that context, Namibia has already shown that smart borders can build strong industries.
