Africa-Press – Namibia. <\/strong><\/span>IN her 2026 state of the nation address (Sona), president Netumbo Nandi-Ndaitwah reaffirmed the centrality of value addition to Namibia\u2019s economic future.<\/b>
\nThe livestock sector:<\/b><\/p>\n

Supports around 70% of livelihoods<\/p>\n

Sustains over 57 000 jobs across the value chain<\/p>\n

Contributes up to 6.2% of gross domestic product when processing is included<\/p>\n

This is not a marginal sector; it is a national economic backbone.<\/p>\n

Despite this, Namibia continues to export significant volumes of cattle on the hoof.<\/p>\n

Each animal exported live represents lost domestic processing, lost jobs and lost foreign exchange.<\/p>\n

We are exporting value we should be capturing at home.<\/p>\n

As a country, Namibia has already proven that smart agricultural policy can shape markets, protect producers and build local industry.<\/p>\n

The model exists. It works.<\/p>\n

And it is time we apply it where it matters most, the red meat sector.<\/p>\n

Through the Namibia Agronomic Board (NAB), Namibia has successfully implemented a simple but powerful principle: when local supply is sufficient, imports are restricted to protect domestic production and value addition.<\/p>\n

This approach has strengthened horticulture, supported farmers and encouraged agro-processing.<\/p>\n

It is not ideological protectionism; it is pragmatic economic policy.<\/p>\n

The question now is unavoidable: why do we not apply the same logic to cattle?<\/p>\n

POLICY CONTRADICTION<\/b><\/p>\n

Namibia protects its vegetable farmers when local supply is adequate but allows its cattle to leave the country unprocessed, even when local abattoirs have capacity.<\/p>\n

This is not a market failure. It is a policy gap.<\/p>\n

If we are serious about \u2018Growth at Home\u2019, then red meat must move from production-led thinking to value-chain discipline.<\/p>\n

A PRACTICAL ROADMAP<\/b><\/p>\n

Namibia does not need to reinvent policy; it needs to adapt what already works. A Livestock Value Retention Scheme could provide that bridge.<\/p>\n

Threshold-Based Export Controls<\/p>\n

Introduce a clear, rules-based system:<\/b><\/p>\n

When local abattoirs have unused capacity limit live exports<\/p>\n

When genuine surplus exists allow controlled exports<\/p>\n

This mirrors the NAB approach: protect local value when it is at risk.<\/p>\n

A Minimum Value-Retention Threshold<\/p>\n

A practical extension of this approach would be the introduction of a minimum value-retention threshold for livestock exports.<\/p>\n

Under such a framework, cattle below a defined live weight, representing unfinished animals with significant remaining value, would not be eligible for export.<\/p>\n

These are precisely the animals that should be feed lotted, finished and processed locally, where Namibia captures the full economic benefit.<\/p>\n

Rather than a blunt restriction, a tiered system could be introduced:<\/p>\n

Lower-weight animals: retained for domestic value addition<\/p>\n

Transitional weights: exported under controlled conditions or levies<\/p>\n

Fully finished cattle: eligible for export<\/p>\n

In simple terms: Namibia should not export cattle before it exports value.<\/p>\n

Seasonal Flexibility<\/b><\/p>\n

Livestock markets are not static. Policy must reflect that.<\/p>\n

Allow exports during drought-induced offloading<\/p>\n

Restrict exports when local processors are under-supplied<\/p>\n

This ensures the system is responsive, not rigid.<\/p>\n

Incentivise Local Slaughter<\/p>\n

Restrictions alone are not enough. Farmers respond to price signals.<\/p>\n

Policy must include:<\/p>\n

Competitive pricing frameworks<\/p>\n

Transport support into formal markets<\/p>\n

Targeted support for communal producers<\/p>\n

The objective is simple: Make local value addition the most attractive economic option.<\/p>\n

Export Levy for Industry Development<\/p>\n

Where live exports do occur, Namibia should still capture value. A modest levy on live exports could fund:<\/p>\n

Feedlot expansion<\/p>\n

Cold chain infrastructure<\/p>\n

Northern communal area integration<\/p>\n

This ensures that even exported cattle contribute to domestic industry growth.<\/p>\n

Align with Biosecurity and Market Access<\/p>\n

The Sona rightly emphasised the importance of protecting Namibia\u2019s animal health status, including measures against foot-and-mouth disease.<\/p>\n

A value retention approach strengthens this position:<\/p>\n

Better traceability<\/p>\n

Stronger quality control<\/p>\n

Enhanced export credibility<\/p>\n

This is not just agricultural policy; it is trade diplomacy.<\/p>\n

BEEF AS ECONOMIC DIPLOMACY<\/b>
\nNamibia\u2019s beef is globally respected because of:<\/b><\/p>\n

Its disease-free status<\/p>\n

Its traceability systems<\/p>\n

Its processing standards<\/p>\n

Exporting cattle on the hoof undermines this positioning. It shifts Namibia from a premium exporter of processed beef to a supplier of raw livestock.<\/p>\n

No country builds a strong export brand by exporting its value chain.<\/p>\n

A MOMENT FOR POLICY COHERENCE<\/b>
\nThe direction from government is clear<\/b>: value addition, industrialisation and economic resilience.<\/p>\n

The NAB has shown that Namibia can:<\/b><\/p>\n

Use policy to shape markets<\/p>\n

Protect domestic production<\/p>\n

Build local industry<\/p>\n

The red meat sector now requires the same clarity.<\/p>\n

This is not about banning exports. It is about disciplining them in the national interest.<\/p>\n

FROM CATTLE TO STRATEGY<\/b><\/p>\n

Namibia must decide whether cattle are:<\/p>\n

A commodity to be exported at the earliest opportunity, or A strategic asset to be processed, branded, and leveraged globally.<\/p>\n

The difference is policy.<\/p>\n

If vegetables deserve protection when Namibia can supply itself, then surely cattle, our most strategic agricultural asset, deserve the same level of policy intelligence.<\/p>\n

In that context, Namibia has already shown that smart borders can build strong industries.<\/p>\n

The next step is clear: treat cattle like crops and turn red meat into a pillar of economic diplomacy.<\/p>\n
