{"id":101047,"date":"2026-04-18T14:12:18","date_gmt":"2026-04-18T14:12:18","guid":{"rendered":"https:\/\/www.africa-press.net\/namibia\/all-news\/rethinking-land-management-in-namibias-towns"},"modified":"2026-04-18T15:07:35","modified_gmt":"2026-04-18T15:07:35","slug":"rethinking-land-management-in-namibias-towns","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/namibia\/all-news\/rethinking-land-management-in-namibias-towns","title":{"rendered":"Rethinking Land Management in Namibia&#8217;s Towns"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; Namibia. <\/strong><\/span><b>Namibia is urbanising faster than many people realise.<\/b><\/p>\n<p>Countrywide, informal settlements continue to expand as more people move to towns in search of work and better opportunities.<\/p>\n<p>Yet the infrastructure required to support this growth is struggling to keep up with the pace of development.<\/p>\n<p>A recent national baseline report on informal settlements provides a sobering picture.<\/p>\n<p>The assessment identified 419 informal settlements across Namibia\u2019s 57 local authorities, with Windhoek alone accounting for more than one-third of them.<\/p>\n<p>Behind these numbers lies a deeper structural challenge for urban governance in Namibia.<\/p>\n<p>The report reveals that more than 60% of informal settlements have not yet been surveyed.<\/p>\n<p>This means they cannot be formally registered and residents cannot obtain secure tenure.<\/p>\n<p>Without proper surveying and township registration, it becomes difficult for municipalities to plan infrastructure, to install services or to integrate these communities into formal urban systems.<\/p>\n<p>In many of the settlements, residents rely on communal taps or lack basic sanitation facilities altogether.<\/p>\n<p>These conditions underline the scale of the housing and land management challenges that face Namibia\u2019s towns countrywide.<\/p>\n<p><b>MUNICIPALITIES ARE \u2018CENTRAL ACTORS\u2019<\/b><\/p>\n<p>What is often overlooked, however, is that the majority of these informal settlements \u2013 98.3% \u2013 are located on land owned by local authorities themselves.<\/p>\n<p>This means municipalities are not merely observers of informal urban growth. They are central actors in managing how urban land is allocated, serviced and developed.<\/p>\n<p>During recent workshops held under the Namibia Housing Information System initiative, local authorities, planners and policymakers gathered to discuss how land and housing data can better support improved urban planning.<\/p>\n<p>The baseline report produced through this process represents an important step forward.<\/p>\n<p>For the first time, Namibia now has a national dataset that maps the scale and characteristics of informal settlements across the country.<\/p>\n<p>But data alone will not solve the problem.<\/p>\n<p>Urban development requires coordinated land management systems.<\/p>\n<p>Surveying, township establishment, infrastructure planning and tenure security must function as part of an integrated process.<\/p>\n<p>When these systems become fragmented or slow, informal settlements continue to expand without the services and infrastructure residents need.<\/p>\n<p><b>FLEXIBLE TENURE<\/b><\/p>\n<p>One example highlighted in the report is the slow implementation of the Flexible Land Tenure Act.<\/p>\n<p>Introduced to provide affordable and incremental forms of land rights, the act was intended to help bridge the gap between informal occupation and full ownership.<\/p>\n<p>Yet more than a decade after it was introduced, only a small number of settlements have been registered under the system.<\/p>\n<p>This gap between policy intentions and implementation reflects a broader institutional challenge.<\/p>\n<p>Land management in Namibia involves multiple institutions responsible for surveying, planning, registration and service delivery.<\/p>\n<p>When coordination between these institutions is weak, it slows down progress toward formalisation.<\/p>\n<p><b>RELIABLE SYSTEMS<\/b><\/p>\n<p>Another issue is the need for reliable land information systems.<\/p>\n<p>The baseline report itself was developed partly because the government previously lacked comprehensive data on informal settlements.<\/p>\n<p>Accurate land and housing statistics are essential for planning infrastructure investments and allocating resources effectively.<\/p>\n<p>The Namibia Housing Information System now offers a powerful tool for addressing this challenge.<\/p>\n<p>If consistently maintained and used by our local authorities, it can support better monitoring of settlement growth, improved planning and more informed policy decisions.<\/p>\n<p>At the same time, municipalities must continue to invest in the technical capacity required to manage urban land.<\/p>\n<p>Surveying informal settlements, preparing layout plans, and installing bulk services require both financial resources and skilled professionals.<\/p>\n<p><b>FROM INSIGHT TO ACTION<\/b><\/p>\n<p>Urbanisation will not slow down across Namibia.
