THE Central Procurement Board of Namibia (CPBN) has introduced strengthened procedures governing the appointment of Bid Evaluation Committee (BEC) members, as part of ongoing efforts to improve service delivery and strengthen transparency and accountability in public procurement.<\/p>\n

Section 9(i) of the Public Procurement Act, 15 of 2015, as amended, empowers the Board to \u201cappoint persons to act as members of a bid evaluation committee of the Board, including representatives nominated by the relevant public entities.\u201d<\/p>\n

In compliance with Section 26(1)(a) of the Act, the Board establishes an ad hoc Bid Evaluation Committee consisting of members drawn from the general public. These persons are not employees of CPBN.<\/p>\n

Johanna Kambala, Communications Officer at the Procurement Board, said that the BEC appointment procedures are aimed at promoting the objects of the Act, which include, among others, integrity, fair dealing, transparency, and efficiency.<\/p>\n

The salient features of the strengthened procedures are that applicants must possess qualifications accredited by the Namibia Qualifications Authority and be in possession of a valid and clean certificate of conduct issued by the Namibian Police.<\/p>\n

In addition, applicants will be required to undergo compulsory structured training and complete a competency assessment.<\/p>\n

Prior to appointment, candidates shall be required to confirm uninterrupted availability from the closing date of the bid. The appointed BEC members will be assessed on their performance in conducting an evaluation of the bid.<\/p>\n

\u201cThe appointment of BEC members will take into account the nature, complexity, and technical specifications of each bid. This enhanced process ensures that individuals entrusted with evaluating public bids are well trained, possess the necessary technical expertise, and can complete the evaluation process efficiently,\u201d Kambala said.<\/p>\n

Interested and qualified members of the public are advised to prepare their qualifications and certificates of conduct. Detailed information regarding the application process will be published soon on CPBN\u2019s website and social media platforms.<\/p>\n
