{"id":19809,"date":"2022-05-17T11:11:29","date_gmt":"2022-05-17T11:11:29","guid":{"rendered":"https:\/\/www.africa-press.net\/namibia\/all-news\/why-employers-should-contribute-to-human-resource-development"},"modified":"2022-05-17T11:23:21","modified_gmt":"2022-05-17T11:23:21","slug":"why-employers-should-contribute-to-human-resource-development","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/namibia\/all-news\/why-employers-should-contribute-to-human-resource-development","title":{"rendered":"Why Employers Should Contribute to Human Resource Development"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; Namibia. <\/strong><\/span>RAIMO NDAPEWA NAANDA<\/p>\n<p>IN JUNE 2004, then president Sam Nujoma launched Namibia&#8217;s Vision 2030, which envisages an industrialised and prosperous nation premised on building a knowledge-based society.<\/p>\n<p>To attain the aspirations of Vision 2030 calls for a significant investment in the development of Namibians.<\/p>\n<p>At independence, the government reformed the education and training sector to address the imbalances the country inherited.<\/p>\n<p>A number of initiatives were launched, including two public universities and vocational training centres, to stimulate the drive towards achieving Vision 2030. Simultaneously, a number of private universities and other educational centres were established.<\/p>\n<p>The government is also ensuring that there are public technical and vocational education and training (TVET) centres in all regions. While more needs to be done, one can argue that the country is on the right path to becoming a knowledge-based society.<\/p>\n<p>Worrying, though, is the well-documented skills mismatch. Every year, students and trainees graduate from our tertiary institutions only to find themselves unemployed.<\/p>\n<p>What are we not doing right, especially given the significant resources invested in developing a knowledge-based society?<\/p>\n<p>Of course, one can argue that the skills generated at our tertiary institutions are not aligned with the skills needed to grow Namibia&#8217;s economy.<\/p>\n<p>I believe what is lacking is the industry intelligence to inform the tertiary education sector about what skills we need. This can be remedied by research to determine the real gaps, which will translate into coming up with practical policies.<\/p>\n<p>SKILLS MISMATCH<\/p>\n<p>During 2010, Namibia adopted a skills development plan aimed at meeting demands in various sectors. However, the challenge remains implementation.<\/p>\n<p>One can only hope that with the adoption of the national human resources development strategy being formulated by the Ministry of Higher Education, Technology and Innovation, the skills mismatch issue will be addressed.<\/p>\n<p>For now, the tertiary sector focuses more on the supply side of skills, which appears not to consider the demand side, contributing to the high graduate unemployment rate.<\/p>\n<p>Studies by the Namibia Training Authority, as well as the National Council on Higher Education found that graduates from tertiary institutions are unemployed or unemployable because of a lack of appropriate skills in some instances.<\/p>\n<p>The ministry of higher education recently launched critical policies which are: (1) the revised TVET policy, (2) the Namibia space science and technology policy, and (3) the national science, technology and innovation policy.<\/p>\n<p>All these policies call for scaled up investment in the TVET sector as well as the promotion of science technology and innovation.<\/p>\n<p>However, Namibia invests less than 1% of its GDP in research, development, and innovation.<\/p>\n<p>Also, the TVET sector receives meagre resources from the treasury despite the levy contributions received from employers whose wage bills exceed N$1 million a year.<\/p>\n<p>Significant investment is required for Namibia to expand its research and development and innovation capabilities. Also in the education and training sectors to develop the skills required to transform our economy.<\/p>\n<p>To not invest in the needed skills, is to be knowingly ignorant about the long-term implications for Namibia.<\/p>\n<p>SCALING UP<\/p>\n<p>Namibia should explore various alternatives to scale up investment to advance a knowledge-based society.<\/p>\n<p>Funding models exist. We should not try to reinvent the wheel but emulate countries which excel in skills development.<\/p>\n<p>While the levy contribution to the TVET sector by eligible employers is a noble idea, there is a need to consider a human resources development fund, which will cater for the entire education and training spectrum.<\/p>\n<p>Human capital theory argues that investing in people increases workplace productivity with a corresponding improvement in people&#8217;s earning ability, resulting in better livelihoods. This is a compelling argument.<\/p>\n<p>The question though is who should invest in human capital development?<\/p>\n<p>The answer is straightforward. Of course, the government should develop a regulatory framework for human capital development by making resources available through the treasury.<\/p>\n<p>The private sector should also see the need to invest in their employees. Parents and civil society can contribute \u2013 through tuition fees and providing the necessary support which is not only limited to learning materials but also social support.<\/p>\n<p>My call is for all stakeholders to ponder how we can collectively contribute to a knowledge-based society.
