Africa-Press – Namibia. <\/strong><\/span>URBAN and rural development minister Erastus Uutoni has urged employees of the Oshakati Town Council to wait until the country recovers financially from the effects of Covid-19, for salary increases.<\/b><\/p>\n

Uutoni said this in an interview with The Namibian at Oshakati on Saturday.<\/p>\n

He said the demand for a 7% salary increase by 95 employees of the Oshakati Town Council is genuine.<\/p>\n

\u201cIt’s not a bad demand but we are saying they should wait for a while, within a short period we will see how we are going to help. We are not against it but the situation is challenging. Frankly speaking, the majority of the people cannot afford the (municipal services),\u201d Uutoni said.<\/p>\n

He said if council employees are to get a salary increase it will lead to the increase in price of some basic services, as the council would need to generate more money to replace the money diverted to salaries.<\/p>\n

Oshakati mayor Leonard Hango said there has been an ongoing discussion between Oshakati Town Council employees and their union, the Namibia Public Workers Union.<\/p>\n

He emphasised that the council is trying to avoid a strike as much as possible.<\/p>\n

\u201cWe took it up with the minister. He knows that there is an imminent threat of a strike that will erupt soon. People voted in favour of a strike.<\/p>\n

\u201cThere is no doubt about that. We are at a point where we are discussing the rules of this strike and how to attain a win-win situation if the strike commences,\u201d said Hango.<\/p>\n

Last month, council employees voted to go on strike following an unresolved dispute on their demands for a 7% pay increase.<\/p>\n

Earlier, Hango said the issue of staff salaries had been referred to the Office of the Labour Commissioner.<\/p>\n

Last year, the council proposed to increase water tariffs by 3,5% and sewer tariffs and refuse removal by 2% respectively, while other municipal services were to remain unchanged.<\/p>\n

Documents also show that initially the council proposed to increase water tariffs by 4%, however, the Oshana Regional Council advised on 3,5%.<\/p>\n

According to the documents seen by The Namibian, the Oshakati Town Council’s biggest source of income is expected to come from the sale of water, at N$55 million, assessment rates at N$30 million, sales of plots at N$24,8 million, refuse removal at N$15 million, and sewer fees at N$8,4 million.<\/p>\n
