Among others, counterfeit goods include clothing, jewelry, wallets, personal care products, home care products, food, alcohol, pharmaceuticals, cigarettes, electronic equipment, airplane and car parts, CDs, DVDs, and toys, to mention a few.<\/p>\n<p>Counterfeiting occurs worldwide and is rapidly increasing in almost every country, including Namibia. Counterfeits are now estimated to account for 5% to 7% of world trade (Business News 2005a).<\/p>\n<p>Counterfeits occur to a lesser degree in developed countries. The production of counterfeit goods is most prevalent in developing countries with strong low-cost manufacturing capability, including in Africa, Asia, Eastern Europe and Latin America, although counterfeit goods are sold globally.<\/p>\n<p>IMPLICATIONS<\/p>\n<p>Counterfeits allow consumers to buy prestige at lower prices as opposed to buying quality at a higher price. In this way, counterfeiting is often related to organised crime.<\/p>\n<p>These products are also frequently manufactured in sweatshops, increasing already hugely negative potential social implications, and deceiving consumers that they are sold at a discounted price.<\/p>\n<p>In some cases, counterfeiters may even charge the same or a similar price to that of the genuine item as on the face of it, the goods appear genuine.<\/p>\n<p>As a result, consumer confidence and the brand&#8217;s value may suffer when buyers discover that the product they bought is, in fact, not authentic.<\/p>\n<p>The damage does not stop with brand owners and consumers. Counterfeiting also deprives national economies of customs duties and tax revenues.<\/p>\n<p>Each time a person buys a counterfeit item, a legitimate company loses revenue. Over time, this results in a loss of profit and the loss of jobs.<\/p>\n<p>Counterfeiting activity has been understood to be negative, damaging brand reputations, revenues and profits, undermining research and development and marketing costs, increasing legal fees to prosecute counterfeiters and raising product prices.<\/p>\n<p>Counterfeits in some product categories also threaten consumer safety, often resulting in fatalities. For example, counterfeit drugs account for 5% of all medicines, seriously damaging human lives and public health (Wechsler 2000).<\/p>\n<p>Various anti-counterfeiting measures have been proposed and implemented, including international treaties and the enforcement of intellectual property rights to prosecute counterfeiters, the use of multiple labelling and packaging techniques to make counterfeiting difficult, consumer education via warnings through an advertising campaign, tight control of retail stores, and consultations with government agencies and other relevant industry manufacturers.<\/p>\n<p>Despite such efforts, counterfeiting continues to thrive worldwide because of demand for well-known brands, lack of consumer and counterfeiter morality, technological advances enabling counterfeiting production and distribution capabilities in less developed countries, as well as inadequate penalties for counterfeiters.<\/p>\n<p>ECONOMIC FACTORS<\/p>\n<p>Researchers have found price advantage to be the dominant reason for buying counterfeits because they are more affordable than the genuine items.<\/p>\n<p>Many citizens engage in counterfeit purchase behaviour and transactions when they experience price pressures.<\/p>\n<p>When people appreciate the economic benefits of counterfeits, they do not see counterfeits as inferior products (Nia and Zaichkowsky 2000).<\/p>\n<p>More than 43.3% of Namibia&#8217;s population live in multidimensional poverty. The average intensity of poverty is 44%, meaning that, on average, Namibians experience 44% of the weighted deprivations and are therefore prone to counterfeiting practices.<\/p>\n<p>Essentially, economic consequences influence the behaviour of consumers.<\/p>\n<p>A counterfeit provides a lower quality, lower price choice, whereas a genuine item provides a higher quality, higher price choice. Buyers of counterfeits do not mind low quality.<\/p>\n<p>Income level is a primary driving force and non-income factors are also significant contributors.<\/p>\n<p>Also, consumers will choose counterfeits when they feel a high risk in spending a lot of money to buy genuine items that have a high chance of being replaced by new models or are too fashionable to last. This is a fact of life in these dire economic times.<\/p>\n<p>EMPOWERMENT<\/p>\n<p>In summary, possession and\/or reproduction of counterfeit goods in Namibia is illegal and punishable by law.<\/p>\n<p>Importantly, in order to keep society peaceful, we must create a harmonious relationship between law and society, nip systemic corruption in the bud, and strive to alleviate the economic misery the citizenry find themselves in.<\/p>\n<p>The rule of law is the bedrock of a just, inclusive and peaceful society.
