Africa-Press – Namibia. <\/strong><\/span>POPULAR Democratic Movement member of parliament Elma Dienda is still determined to get answers on why the state is paying for upgrades to vice president Nangolo Mbumba’s private farm.<\/b><\/p>\n

This happened after she was stopped from raising the issue in the National Assembly on Tuesday.<\/p>\n

Yesterday, Dienda submitted questions for prime minister Saara Kuugongelwa-Amadhila to respond on 7 July.<\/p>\n

In her submission, Dienda said she wants to know whether the prime minister is aware of the renovations at the vice president’s farm. She further asks why government procedures were circumvented in the awarding of the tender that will be paid with taxpayers’ money.<\/p>\n

Dienda also asks which statute provides that taxpayers’ money could be used to renovate the vice president’s private property.<\/p>\n

She also wants to know how much taxpayers will pay in total for the vice president’s farm renovations.<\/p>\n

On Tuesday, the speaker of the National Assembly, Peter Katjavivi, rejected Dienda’s questions on the alleged upgrades and renovations of Mbumba’s farm by the state.<\/p>\n

Dienda was silenced while asking the deputy prime minister, Netumbo Nandi-Ndaitwah, to explain whether media reports that the state renovated Mbumba’s farm are correct.<\/p>\n

However, Katjavivi dismissed her, saying the matter is not urgent.<\/p>\n

Speaking to The Namibian yesterday, Dienda said Katjavivi knows parliament is going into recess on 14 July and her question will lapse if not answered by then.<\/p>\n

Asked to comment why the speaker cut Dienda off while posing her questions on the matter, Simon Uirab from the Office of the Speaker said rule 87 and 91 of the standing rules and orders of the National Assembly state that a question shall not be asked without notice unless it is of an urgent character or relates to the business of the day.<\/p>\n

\u201cIf a question does not warrant an urgent response in terms of the above, members have the right to give notice in terms of the standing rules and orders to ask and submit a written question with all details, which in return will be answered on Thursday by the portfolio minister,\u201d Uirab said.<\/p>\n

He added that the standing rules and orders of the National Assembly, is a public document, available on the parliament’s website for every citizen to read.<\/p>\n

The Namibian reported recently that Mbumba’s sprawling farm Amateta covers 5 330 hectares between Otjiwarongo and Otavi, near the Waterberg Plateau National Park and the Mundulea Nature Reserve.<\/p>\n

The government has hand-picked an entity to renovate it.<\/p>\n

Part of the work done to upgrade Mbumba’s farm includes erecting a water tower and tanks, installing a piping and plumbing network, installing power connections and electrical work, security fencing and gates, and doors.<\/p>\n

The deputy director in the vice president’s office, Mateus Kaholongo, denied that renovations were taking place at Mbumba’s private residence at his farm.<\/p>\n

He, however, said: \u201cIt is a standard procedure for the police to provide security to VIPs, wherever they reside\u201d.<\/p>\n
