FORMER Swapo presidential candidate Nahas Angula says minister of defence and veterans affairs Frans Kapofi should explain why he yesterday withdrew from the Swapo vice-presidential race or risk being accused of sabotaging the nomination process.<\/p>\n

Kapofi and vice-presidential hopeful Jerry Ekandjo both dropped bombshells yesterday.<\/p>\n

Kapofi withdrew from the race to become Swapo’s vice-president at the party’s upcoming congress, while Ekandjo threatened to sue the ruling party over his exclusion from the vice-presidential race.<\/p>\n

Kapofi yesterday caused speculation, with Angula asking whether the defence minister really harboured presidential ambitions, or whether he used his candidature as a decoy to throw spanners in the path of other presidential hopefuls in the ruling party.<\/p>\n

\u201cWhy did he decide to take part and disturb the system while he is not serious?\u201d Angula asked yesterday.<\/p>\n

He said he would not be surprised if another candidate, minister of environment, forestry and tourism Pohamba Shifeta, also pulled out of the race.<\/p>\n

\u201cI am sure comrade Ekandjo may feel that was sabotage. Next time you may hear Shifeta withdraws at the congress.<\/p>\n

\u201cIf it was a planned thing, then that is not democracy . . . I am against speculation,\u201d the former prime minister said.<\/p>\n

Angula knows the stakes when running for the top office.<\/p>\n

He was accused of sabotaging former presidential candidate Hidipo Hamutenya in 2004 by standing and later siding with his then rival Hifikepunye Pohamba.<\/p>\n

Pohamba appointed him as prime minister.<\/p>\n

Angula was expected to take over from Pohamba, but found himself being overlooked and Pohamba backing Geingob instead.<\/p>\n

It is further alleged that Geingob too promised Angula the party’s vice-presidency in 2017, just to renege at the 11th hour, opting for deputy prime minister Netumbo Nandi-Ndaitwah, who currently also appears to have fallen out of favour with Geingob.<\/p>\n

Kapofi did not specify why he withdrew from the race, despite early suggestions indicating Geingob favoured him over prime minister Saara Kuugongelwa-Amadhila.<\/p>\n

His opponents were allegedly planning an onslaught on him, which include scrutiny from the party’s vetting committee which reports to the secretary general, who is currently aligned to Kapofi’s rival Nandi-Ndaitwah.<\/p>\n

These developments took place within hours from each other, with Kapofi citing family reasons for his about turn.<\/p>\n

This comes days after Geingob was accused of circumventing the party’s constitution and election rules to accommodate Kapofi as a candidate for the vice-president position.<\/p>\n

This was despite the defence minister not making the cut because he has not been a central committee member for 10 years, as stipulated in the party’s Helmut amendments.<\/p>\n

The amendments were ratified at the 2018 Swapo extraordinary congress.<\/p>\n

Geingob has allegedly made it known to those close to him that he intended to back Kapofi.<\/p>\n

He is said to have made such pronouncements on Saturday night after the heated Swapo central committee meeting, which dealt with nominations for the party’s top leadership positions.<\/p>\n

Geingob is accused of stamping his authority at that meeting to ensure Kapofi sails through the nomination process, despite strong opposition from within the central committee.<\/p>\n

Kapofi’s ratification on Saturday appeared to have spooked his opponents, such as Kuugongelwa-Amadhila, who is said to have told close allies she would not challenge Geingob’s preferred candidate.<\/p>\n

Geingob’s circles were allegedly planning to team up Kuugongelwa-Amadhila and Kapofi.<\/p>\n

The premier is favoured because of her technocratic experience, while Kapofi is known for not shying away from political fights and dealing with issues, such as the disgruntled liberation struggle fighters.<\/p>\n

There are also suggestions that he was approached by some of the party factions to stop his plan, which was seen as a direct challenge to Nandi-Ndaitwah.<\/p>\n

Nandi-Ndaitwah is supported by former generals who are also close to Kapofi.<\/p>\n

Former minister Helmut Angula has applauded Kapofi’s decision to withdraw from the race, calling it brave and in the interests of the party and the public.<\/p>\n

He said Kapofi has set a good example for following his conscience and doing the honourable thing, which he hoped would also be followed by those wishing to run for public office, but do not qualify.<\/p>\n

He said Kapofi should be complimented and not be shamed.<\/p>\n

EKANDJO THREATENS SWAPO<\/p>\n

Meanwhile, Swapo vice-presidential hopeful Jerry Ekandjo has taken the legal route to challenge his exclusion from the Swapo vice-president candidate nomination list.<\/p>\n

Based on his lawyer’s letter, Ekandjo is challenging the constitutionality of his exclusion, while asking why minister of mines and energy Tom Alweendo and Kapofi were allowed to run, while they have never served on the party’s central committee.<\/p>\n

While Ekandjo was mounting his legal challenge, Kapofi dropped the bombshell of withdrawing from the vice-presidential race.<\/p>\n

Richard Metcalfe, Ekandjo’s lawyer, yesterday wrote to Swapo’s secretary general, Sophia Shaningwa, warning the party to allow the former youth minister to run or risk a lawsuit.<\/p>\n

\u201cComrade Ekandjo will simply commence campaigning for election as vice-president of the Swapo party as scheduled,\u201d Metcalfe said.<\/p>\n

He said Swapo’s central committee failed to follow the ruling party’s constitution, which states who qualifies for the vice-president position.<\/p>\n

A clause in the constitution says: \u201cNo party member shall be eligible for election as vice-president of Swapo unless he or she (inter alia) has been a member of the central committee for a minimum of 10 years\u2026\u201d<\/p>\n

\u201cNeither comrades Frans Kapofi nor Tom Alweendo have served even one day as members of the central committee. This absolutely disqualifies them for nomination for the position of vice-president of Swapo. Their respective nominations are factually and legally null and void,\u201d Metcalfe wrote.<\/p>\n

He said the only two \u201cfactually and legally\u201d qualified nominees for election to the position of vice-president are minister of environment, forestry and tourism Pohamba Shifeta and Ekandjo, who qualify by default.<\/p>\n

Metcalfe told Swapo to immediately comply with this and list the qualified candidates.<\/p>\n

He gave the party two options: Ekandjo should start campaigning for the vice-president position, or else \u201cEkandjo will approach the High Court of Namibia for relief\u201d.<\/p>\n
