The council claimed the ministry informed them that they were forgotten on the list of council beneficiaries for the financial year 2017\/18.<\/p>\n<p>However, the ministry dismissed the allegation, saying the town in question was allocated N$11.6 million for capital projects from 2019 to 2023. In a letter dated 14 September 2022, the ministry\u2019s executive director Nghidinwa Daniel explained the breakdown of the budget allocation as N$5.5 million for 2019\/2020, N$3 million for 2020\/21, N$2 million for 2021\/22, and N$1.18 for the 2022\/23 financial years.<\/p>\n<p>He, however, did not offer the budget allocation for the 2017\/18 budget period. The mayor of the Otjozondjupa town, Olga Tjiurute, last month told New Era that the town council did not receive the budgetary allocation for the 2017\/2018 financial year, and that there has been poor service delivery to the people.<\/p>\n<p>\u201cWe are trying our level best to do our part as politicians in terms of service delivery. However, there is an issue of the ministry not giving our allocated money for capital projects, and that is affecting our service delivery. That is why the residents protested recently over poor service delivery,\u201d she stressed.<\/p>\n<p>\u201cWhen we went to the ministry to enquire about that money, we were informed that we were just forgotten; the money will be paid. \u201dOkakarara town council CEO Ehrnst Katjiku also confirmed that the town was omitted during that financial year.<\/p>\n<p>\u201cIt was just an omission from the list of all the town councils that received their money that year. But we made enquiries, and our money was paid later. However, we did not use it entirely for the capital projects as we paid the contractor who took us to court for failing to pay him on time,\u201d he explained.<\/p>\n<p>Daniel, who slammed the tone of the questions sent to him by this reporter, said the claims of the town council management are unfortunate and devoid of any truth. \u201cThe allocation of resources by and dealings between the central government, in general, is not done along political lines, but based on governance and accountability criteria and considerations that apply to all other local authority councils, and all government ministries for that matter,\u201d he stated.<\/p>\n<p>He added that the mere allocation of resources is not a guarantee that what is intended to be brought about through the utilisation of such resources will automatically happen.<\/p>\n<p>\u201cThe beneficiary council, among others, needs to take deliberate action to take advantage of utilising the resources availed to it to deliver services to the intended beneficiaries.
