Africa-Press – Namibia. <\/strong><\/span>THE biggest challenge to housing delivery in the country’s urban areas is the slow implementation of policies because of a lack of capacity and financing.<\/p>\n

This was said by Petrine Sem, the managing director of Dunamis Consulting, a company engaged in town, regional planning and developing.<\/p>\n

She was speaking at an engagement on reimaging housing, its possibilities and obstacles, which was hosted by the Namibia Institute for Democracy (NID) this week.<\/p>\n

The other panellist was Guillermo Delgado of the Namibia University of Science and Technology.<\/p>\n

Sem, who once worked for the Windhoek City Council before venturing into the private sector, said at times planned infrastructure development fails to take place because of a lack of resources, finances or even political will.<\/p>\n

She said in order to deliver on housing projects, there is a need to service land, but at times local authority councillors disagree on what takes priority, leading to uncompleted projects that end up with the government or local authority being taken to court.<\/p>\n

Delgado said the problem of housing cannot be divorced from the land issue, starting from the second land conference.<\/p>\n

\u201cThis land conference was momentous, coming as it did after the first land conference in 1991. At this conference, the government was defining its stance on land reform.<\/p>\n

\u201cThis is a crucial move in any country with a history like Namibia’s.\u201d<\/p>\n

Delgado said the first land conference was government oriented, but in the mid-90s, civil society thought little was being done for people to get land, and called for the second land conference to revise the land reform programme.<\/p>\n

\u201cIt was through pressure from civic society that urban land come to be on the agenda as the need for urban and ancestral land had come to the fore,\u201d Delgado said.<\/p>\n

He said the panel on urban land agreed there was a need for land reform in urban areas, and that shack dwellers, churches and other organisations be part of a committee to be chaired by the prime minister, which would implement resolutions of the conference on urban land.<\/p>\n

\u201cThis, however, did not deliver much as many resolutions were not implemented. There was not much done in the informal settlements to deliver land.\u201d<\/p>\n

Responding to a question from the participants, Sem agreed that resolutions to ensure all new buildings were all-incusive, including the installation of ramps for wheelchair users, were not being implemented.<\/p>\n

\u201cI will follow up to ensure these are being implemented, especially at government buildings,\u201d she said.<\/p>\n
