Africa-Press – Namibia. <\/strong><\/span>TENANTS renting flats within the grounds of Windhoek Central Hospital would have to vacate shortly, as the buildings are earmarked for renovation.<\/p>\n

According to media reports, the high-rise nurses’ home are in urgent need of repair and renovation.<\/p>\n

In Namibia and in other countries, it is not uncommon for a government health service to provide accommodation for staff near major hospitals \u2013 especially for young doctors and nurses, laboratory technicians and other medical services personnel.<\/p>\n

As they are at an early stage of their career, such categories of medical staff work shifts, including at night and over weekends, so it makes sense to live close to work.<\/p>\n

Generally, they don’t have children or dependants staying with them, so a small apartment suffices as a residence.<\/p>\n

Concern for the plight of the soon-to-be-homeless government employees was discarded after reading that most tenants are not public sector medical services employees, and that overcrowding has strained the infrastructure to the extent that costly building repairs are now needed.<\/p>\n

Reportedly scant attention was paid to tenant selection and renting administration.<\/p>\n

It is not the first time that doubtful management of government property has been highlighted in the media.<\/p>\n

The Namibia Industrial Development Agency (Nida) is a public enterprise mandated to develop and manage industrial estates, tourism centres, business parks, farming operations, and residential properties across the country.<\/p>\n

As for delivering on the development facet of its mandate, Nida has done well, with more than 140 properties now in its portfolio.<\/p>\n

But when it comes to managing the properties, Nida does not score high.<\/p>\n

Nida properties in towns across Namibia are in a sad and sorry state.<\/p>\n

Go see for yourself the shocking state of disrepair.<\/p>\n

Water and municipal services have been suspended in many, and this poses a health hazard for tenants and their employees.<\/p>\n

Also for those who come to do business at those centres.<\/p>\n

The sad reality is that it is not an overnight development, but has been long in coming.<\/p>\n

The purpose of this weekly opinion piece is not to harp on problems, challenges, concerns and deficiencies.<\/p>\n

That is best left to journalists, reporters, and others.<\/p>\n

Our aim is to proffer workable and easily implementable remedial action which in turn could lead to swift corrective action by stakeholders and the implementation of lasting solutions.<\/p>\n

Research has shown that cost saving and enhanced service delivery efficiency are spin-offs that any government stands to gain when public services are outsourced to the private sector.<\/p>\n

In this regard, for Namibia, a low-hanging fruit is to outsource public property management.<\/p>\n

A good starting point for Nida is to identify competent and credible estate agency firms in all 14 administrative regions, and then to negotiate and enter public-private partnership (PPP) arrangements with property management entities.<\/p>\n

Letting criteria must be set to ensure the targeted tenants occupy the properties.<\/p>\n

Other rental conditions and the agent’s commission should be established unambiguously.<\/p>\n

Ensuring that the right tenants occupy staff accommodation and that they abide by lease conditions, the health ministry is well advised to also consider entering into a PPP arrangement with a property management firm.<\/p>\n

It makes sense to do so and would save the ministry many cents and oodles of dollars in the long run.<\/p>\n
