Africa-Press – Namibia. <\/strong><\/span>THE Namibia Revenue Authority (Namra) has advised importers of goods to familiarise themselves with the processes and procedures for handling goods when they land at Hosea Kutako International Airport.<\/p>\n

This was said by Namra spokesperson Tonateni Shidhudhu when he clarified the roles of different players and steps in handling cargo at the airport.<\/p>\n

\u201cWe are encouraging our traders to familiarise themselves with the procedures so that when they are faced with problems, they understand all the processes their imports go through and that it’s not only Namra, but are other players that are involved,\u201d he said.<\/p>\n

Other role players are ground\/cargo handlers, clearing agents and customs and excise officers from Namra.<\/p>\n

According to a Namra advertisement last week, an hour before the goods are scheduled to arrive at the airport, ground handlers transmit the cargo to customs officers.<\/p>\n

They will then offload the cargo under the supervision of customs and excise officers and transport it to transit sheds for safe keeping, said the advert.<\/p>\n

\u201cThe process is the same for all goods, whether they are from China or anywhere else,\u201d said Shidhudhu.<\/p>\n

At the transit shed, ground handlers and customs officers tally the goods to account for shortages and excesses and record any discrepancies.<\/p>\n

According to Namra, customs officers will generate an airway bill for unmanifested cargo.<\/p>\n

The appointed clearing agent prepares the bill of entry and submits to customs and excise officials with all supporting documents attached for processing and the Namra checking desk will verify the declarations to ascertain with declared values, commodity code, origin, prohibition and restriction provisions.<\/p>\n

\u201cA declaration is assessed to determine payable duties and taxes to be collected before a release order for the goods is generated from the system by the clearance section,\u201d said Shidhudhu.<\/p>\n

The clearance section then forwards the declaration to the enforcement section to generate an exit note and exit of cargo on the system and then the clearing agent will collect the declaration from Namra officials for the release of the cargo from the transit shed.<\/p>\n

Namra says if cargo is selected for physical examination, the clearance section will pass the declaration to the enforcement section for inspection and cargo will be made available by the ground handlers for inspection in the presence of clearing agents.<\/p>\n
