Africa-Press – Namibia. <\/strong><\/span>LUKAS Sinimbo Muha, Member of Parliament and Chairperson of National Council during a visit to Russia signed a Cooperation Agreement between the Federation Council of the Federal Assembly of the Russian Federation and the National Council of Namibia.<\/p>\n

Muha explained that this Cooperation Agreement will facilitate Inter-Parliamentary interaction and cooperation at the level of Members of Parliament and staff between the two countries.<\/p>\n

\u201cThe signing of this Cooperation Agreement takes place at the right time after the Russia-Africa Parliamentary Conference has just concluded. The modern paradigm of multipolar democracy can best be nurtured through agreements of this nature where Parliaments can play a significant role at bilateral and multilateral levels,\u201d Muha said.<\/p>\n

HE added that this was one of the assignments he found in the office when he was elected in December 2020 as Chairperson of the National Council.<\/p>\n

\u201cAfter receiving the draft from the Federal Council in August 2021, my office embarked on a process to see the finalization of the agreement. But the impact of Covid-19 delayed the whole process. Even though our two Councils continued to work through until finding ourselves on this occasion today. On this, I extend my appreciation to H.E. Mrs Valentina Matviyenko for initiating the official visit to Namibia on February 2020, and same to my predecessor Hon. Bernhard Songa Sibalatani for the successful engagements you had that resulted into a proposed draft Agreement that we are signing today between the Federation Council of the Federal Assembly of the Russian Federation and the National Council of the Republic of Namibia,\u201d Muha said.<\/p>\n

He concluded that the Namibian people will be forever grateful for Russia\u2019s country\u2019s support during the liberation struggle and continuous support after the attaining of its independence.<\/p>\n

The National Assembly is established as the principal legislative body, while the National Council is the review House. The National Council consists of 42 Members of which (3) Members are drawn from each of the fourteen (14) political regions of Namibia. The mandate of the National Council is to review legislation, exercise oversight and to directly represent the citizens. It is also important to note that the National Council is mandated to recommend legislation on matters of regional concern.<\/p>\n
