Africa-Press – Namibia. <\/strong><\/span>OUSTED Swapo Party Youth League (SPYL) secretary for economic affairs Marius Sheya says his removal was unprocedural, unconstitutional, and grossly unfair.<\/b><\/p>\n

He says he is not interested in contesting for the secretary post. In a letter dated 1 December to SPYL secretary Ephraim Nekongo, Sheya reiterated his love, loyalty, and commitment to Swapo and the youth league.<\/p>\n

\u201cI also do not wish to litigate against the party which I have served since my pioneer days, and will continue to serve,\u201d he said.<\/p>\n

Asserting his constitutional right and having his \u201cunprocedural\u201d removal set aside would be a source of more division and conflict, he said. Sheya claimed his removal from the national executive committee (NEC) was never discussed in his presence.<\/p>\n

\u201cI would have expected, at the very least, that if any member was dissatisfied with me, they would have used that moment to register their view in my presence, which would have afforded me the opportunity to address any concerns in my performance or conduct.<\/p>\n

\u201cIf any member believed that the vote of no confidence was unrelated, it would have still been necessary to raise it in my presence to ensure that I am not denied my right to be heard,\u201d he stated in the letter.<\/p>\n

The Kunene region governor said SPYL’s constitution dictates that the secretary for economic affairs may only be removed from office by a resolution of the central committee, supported by a two-third majority of the members.<\/p>\n

This did not occur, because a decision in accordance with SPYL’s constitution was not taken, he said. Instead, a motion was tabled and seconded, which must still be decided upon by the SPYL central committee.<\/p>\n

\u201cThe NEC must appreciate that a mere secondment does not imply a two-third majority, neither does the constitution mandate a counter motion. The NEC should equally appreciate that the decision of any member to abstain has a direct implication on the motion’s ability to reach a two-third majority.<\/p>\n

\u201cI raise this as there was no call for members to abstain,\u201d he said.<\/p>\n

Sheya said he does not have a Namibia National Students Organisation (Nanso) agenda, according to which he would influence president Hage Geingob’s decision on who to employ, favouring Nanso members.<\/p>\n

The youth league’s central committee recently moved to relieve Sheya and the secretary for labour and justice, Tuyeni-Konika Kandume, of their duties. This decision was made at a SPYL meeting at Grootfontein last weekend.<\/p>\n

Nekongo in a statement said the committee elected Willem Amutenya as secretary for labour and justice, while Gert Titus was appointed as secretary for economic affairs.<\/p>\n

\u201cKandume and Sheya remain members of the SPYL central committee,\u201d he said. Nekongo said the meeting also deliberated on different national youth matters.<\/p>\n

Sheya yesterday said the matter is internal, and would be dealt with internally. \u201cWhoever leaked that letter has their own agenda, but I will neither confirm nor deny,\u201d he said.<\/p>\n
