Son objet principal est la collecte des recettes de p\u00e9age routier afin de constituer un fonds destin\u00e9 \u00e0 l\u2019entretien du r\u00e9seau routier national. Sur chaque axe routier, \u00e0 l\u2019entr\u00e9e et \u00e0 la sortie des Chefs-lieux de r\u00e9gions, des \u00e9quipes du FER sont post\u00e9es pour d\u00e9livrer et percevoir les fameux tickets en guise de p\u00e9age. Ce fonds collect\u00e9 est log\u00e9 dans les comptes de cet organisme public, dont le premier responsable est choisi sur appel \u00e0 candidatures, sous la supervision des bailleurs de fonds internationaux. Comme on le voit, le FER n\u2019est pas, d\u00e9cid\u00e9ment, une institution nationale comme les autres, de par m\u00eame le mode de d\u00e9signation de son administrateur g\u00e9n\u00e9ral, ce qui lui donne de facto une ind\u00e9pendance et un pouvoir d\u2019initiatives par rapport aux pouvoirs publics.<\/p>\n<p>L\u2019intention qui avait pr\u00e9sid\u00e9 \u00e0 la cr\u00e9ation de cette institution est, sans doute, louable au d\u00e9part, car elle vise l\u2019efficacit\u00e9 et la prompte r\u00e9activit\u00e9 susceptible de la soustraire des lourdeurs administratives courantes. Cependant, depuis quelques ann\u00e9es, des voix s\u2019\u00e9l\u00e8vent un peu partout pour poser de l\u00e9gitimes questions quant \u00e0 l\u2019utilisation qui est faite r\u00e9ellement des ressources g\u00e9n\u00e9r\u00e9es par la collecte des p\u00e9ages routiers. Naturellement, on serait tent\u00e9 de croire que tout ce pactole serait destin\u00e9 \u00e0 l\u2019entretien et \u00e0 la r\u00e9habilitation du r\u00e9seau routier national. Mais, lorsque vous empruntez la Route Nationale N\u00b01, vous risquerez de tomber des nues devant le constat effarant de l\u2019\u00e9tat de d\u00e9gradation avanc\u00e9e de ce tron\u00e7on.<\/p>\n<p>Le calvaire du voyageur commence d\u00e8s le segment Doutchi-Konni, long seulement de moins de 200 Km, dont il faut mettre plus de quatre heures chronos pour le parcourir ! En effet, ce segment routier est dans un \u00e9tat extr\u00eamement pitoyable au point que, tous les v\u00e9hicules qui l\u2019empruntent enregistrent le plus souvent de gros d\u00e9g\u00e2ts m\u00e9caniques. Les diff\u00e9rents trous avaient commenc\u00e9 tr\u00e8s petits, mais avec le temps et l\u2019intensit\u00e9 du trafic routier sur cet axe, ils se sont amplifi\u00e9s par manque tout simplement de pr\u00e9vention et surtout d\u2019entretien de la part des services techniques du FER. Tout le monde au Niger redoute \u00e0 l\u2019id\u00e9e d\u2019emprunter cet axe routier extr\u00eamement ext\u00e9nuant et p\u00e9rilleux. Et que dire du fait que cet axe routier constitue la colonne vert\u00e9brale du pays ?<\/p>\n<p>Pourtant, l\u2019Etat a investi des milliards pour construire ces routes capitales, ce qui est d\u2019ailleurs la t\u00e2che la plus difficile. Paradoxalement, c\u2019est l\u2019entretien de ces routes qui pose probl\u00e8me aujourd\u2019hui. D\u2019o\u00f9 la question de simple bon sens sur l\u2019utilit\u00e9 r\u00e9elle du FER : o\u00f9 sont donc pass\u00e9s tous les atouts d\u2019efficacit\u00e9, de r\u00e9activit\u00e9 pour lesquels cet organisme a \u00e9t\u00e9 cr\u00e9\u00e9 ?
