{"id":45863,"date":"2023-07-03T15:57:49","date_gmt":"2023-07-03T15:57:49","guid":{"rendered":"https:\/\/www.africa-press.net\/niger\/politique\/les-rails-abandonnes-de-bollore"},"modified":"2023-07-03T17:30:51","modified_gmt":"2023-07-03T17:30:51","slug":"les-rails-abandonnes-de-bollore","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/niger\/dossiers\/les-rails-abandonnes-de-bollore","title":{"rendered":"Les rails \u00ab abandonn\u00e9s \u00bb de Bollor\u00e9"},"content":{"rendered":"<p><b>Salif Omar <\/b><\/p>\n<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; Niger. <\/strong><\/span>Depuis son inauguration, le 29 janvier 2016, la voie ferr\u00e9e reliant la capitale Niamey \u00e0 la ville de Dosso (sud-ouest), longue d\u2019environ 140 kilom\u00e8tres, n\u2019a jamais \u00e9t\u00e9 utilis\u00e9e et se trouve dans un \u00e9tat de d\u00e9gradation avanc\u00e9e.<\/p>\n<p>A l\u2019entre\u0301e Est de la capitale nige\u0301rienne Niamey, sur la voie menant de l\u2019ae\u0301roport international Diori Hamani au centre-ville, ce qui devrait servir de principale gare ferroviaire ressemble aujourd\u2019hui a\u0300 un endroit totalement abandonne\u0301.<\/p>\n<p>Seul un train compose\u0301 de deux wagons est visible dans ce grand espace appele\u0301 \u00ab Blue zone \u00bb.<\/p>\n<p>Au fait, depuis l\u2019inauguration de la voie ferre\u0301e le 29 janvier 2016, le train n\u2019a jamais circule\u0301 entre Niamey et Dosso. D\u2019une longueur de 140 kilome\u0300tres, cette voie fait partie de la boucle ferroviaire devant relier le Be\u0301nin, le Niger, le Burkina Faso et la Co\u0302te d\u2019Ivoire, sur environ 2700 kilome\u0300tres.<\/p>\n<p>Les travaux de sa construction ont e\u0301te\u0301 confie\u0301s a\u0300 l\u2019entrepreneur franc\u0327ais Bollore\u0301 en 2013. Selon le site d\u2019investigation AFRICA XXI, Bollore\u0301 a obtenu le contrat gra\u0302ce a\u0300 l\u2019appui du gouvernement franc\u0327ais, alors me\u0302me que les quatre Etats concerne\u0301s par la boucle ferroviaire ont de\u0301ja\u0300 signe\u0301 un accord de partenariat avec un autre ope\u0301rateur, en l\u2019occurrence la socie\u0301te\u0301 Africarail cre\u0301e\u0301e en 2002.<\/p>\n<p>\u00ab Lors de sa constitution, Africarail SA a e\u0301te\u0301 formellement dote\u0301e par ces quatre E\u0301tats des droits a\u0300 construire et ope\u0301rer le chemin de fer dans le cadre d\u2019un bail emphyte\u0301otique de 99 ans \u00bb, a rapporte\u0301 le site.<\/p>\n<p>Protestant contre l\u2019octroi du contrat a\u0300 Bollore\u0301, Africarail a saisi en novembre 2015 la Cour internationale d\u2019arbitrage de la Chambre de commerce internationale.<\/p>\n<p>Un autre ope\u0301rateur, Petrolin, de\u0301tenu par un ressortissant be\u0301ninois et engage\u0301 dans les travaux de construction de la boucle ferroviaire, a aussi saisi la justice be\u0301ninoise.<\/p>\n<p>C\u2019est cette dernie\u0300re qui a ordonne\u0301 l\u2019arre\u0302t de l\u2019exe\u0301cution des travaux par l\u2019entrepreneur Bollore\u0301. Dans un message a\u0300 la Nation a\u0300 l\u2019occasion du neuvie\u0300me anniversaire de son accession au pouvoir, l\u2019ancien Pre\u0301sident nige\u0301rien Mahamadou Issoufou a regrette\u0301 l\u2019arre\u0302t des travaux de la boucle ferroviaire.<\/p>\n<p>\u00ab Nous avions de\u0301marre\u0301 avec beaucoup d\u2019enthousiasme la construction du chemin de fer Niamey Cotonou, tronc\u0327on important de la boucle ferroviaire Cotonou Abidjan via Niamey et Ouagadougou.<\/p>\n<p>A\u0300 notre grand de\u0301sespoir, ce projet, conduit par un investisseur prive\u0301, a e\u0301te\u0301 arre\u0302te\u0301, juste apre\u0300s la construction du tronc\u0327on Niamey-Dosso long de 140 km, suite a\u0300 un litige au niveau du Be\u0301nin \u00bb, a-t-il de\u0301plore\u0301.<\/p>\n<p>\u00ab La non- re\u0301alisation de ce chemin de fer au cours de cette pe\u0301riode constitue un de mes plus grands regrets \u00bb, a insiste\u0301 Mahamadou Issoufou.<\/p>\n<p><b>&#8211; Bollore\u0301 jette l\u2019e\u0301ponge<\/b><\/p>\n<p>Suite a\u0300 la de\u0301cision de la justice be\u0301ninoise ordonnant l\u2019arre\u0302t de l\u2019exe\u0301cution des travaux, le groupe Bollore\u0301 a exige\u0301 du Be\u0301nin et du Niger une indemnisation.<\/p>\n<p>Des discussions ont alors e\u0301te\u0301 engage\u0301es entre le groupe et les deux Etats.<\/p>\n<p>Le vendredi 22 juillet 2022, un accord a finalement e\u0301te\u0301 trouve\u0301 entre les deux parties, suite a\u0300 une rencontre organise\u0301e a\u0300 Niamey.<\/p>\n<p>\u00ab Le Pre\u0301sident du groupe Bollore\u0301 a rendu compte de l&rsquo;accord que nous avons pu avoir ce matin me\u0302me avec le groupe et les deux E\u0301tats, le Niger et le Be\u0301nin pour re\u0301soudre la situation de la filiale du groupe Bollore\u0301 qui e\u0301tait pendante depuis quelques temps entre le Be\u0301nin et le Niger \u00bb, a de\u0301clare\u0301 le Ministre d\u2019Etat Be\u0301ninois a l\u2019issue des e\u0301changes avec le Chef de l\u2019Etat \u00bb, avait explique\u0301 le Ministre be\u0301ninois charge\u0301 du de\u0301veloppement, Abdoulaye Bio Tchane\u0301, a\u0300 l\u2019issue d\u2019une audience avec le Pre\u0301sident nige\u0301rien Mohamed Bazoum.<\/p>\n<p>\u00ab C\u2019est une solution satisfaisante que nous avons eue \u00bb, a-t-il ajoute\u0301, sans toutefois de\u0301voiler le contenu de l\u2019accord conclu avec le groupe Bollore\u0301. Toujours est-il que ce dernier a fini par jeter l\u2019e\u0301ponge dans son ambition de re\u0301aliser la boucle ferroviaire Be\u0301nin-Niger-Burkina-Co\u0302te d\u2019Ivoire.<\/p>\n<p><b>&#8211; Quel sort pour les rails de\u0301pose\u0301s entre Niamey et Dosso ?<\/b><\/p>\n<p>Au Niger, nombreux sont les citoyens qui s\u2019interrogent sur le sort re\u0301serve\u0301 a\u0300 la voie ferre\u0301e reliant Niamey a\u0300 la ville de Dosso.<\/p>\n<p>A certains endroits, les populations ont mis de la late\u0301rite pour construire des passages sur cette voie.<\/p>\n<p>A d\u2019autres endroits, ce sont les eaux de ruissellement qui ont se\u0301rieusement de\u0301grade\u0301 la voie faisant sortir les rails du trace\u0301 normal.<\/p>\n<p>\u00ab Notre inquie\u0301tude est qu\u2019aujourd\u2019hui qu&rsquo;il n\u2019y a aucun e\u0301le\u0301ment qui autorise a\u0300 espe\u0301rer une reprise des travaux de la boucle ferroviaire. Or, tant que cette boucle n\u2019est pas re\u0301alise\u0301e, ce chemin de fer entre Niamey et Dosso ne servira a\u0300 rien. Et Dieu seul sait les pre\u0301judices qu\u2019il a cause\u0301s a\u0300 notre environnement \u00bb, s\u2019indigne Ibrahim Abdoulaye, mmebre de l\u2019Organisation non gouvernement \u00ab Environnement-Education-Paix-De\u0301veloppement \u00bb dans un entretien a\u0300 Anadolu.<\/p>\n<p>\u00ab Le Niger est face a\u0300 deux situations face a\u0300 ces rails de Bollore\u0301. D\u2019abord, si la boucle ferroviaire devait e\u0302tre re\u0301alise\u0301e un jour, il va falloir ne\u0301cessairement reprendre les travaux sur une bonne partie du trace\u0301 ou\u0300 les rails sont soit enfouis sous la terre ou de\u0301place\u0301s par les eaux de ruissellement.
