Nigeria. Nigerian Labour Congress and Trade Union Congress are the umbrella Unions of Nigerian Workers. The two organizations initiated a request for the increase of minimum wage which stands at 30 thousand naira shortly after the removal of fuel subsidy by President Tinubu during his inauguration on 29th May 2023.

The policy was shortly followed with naira floating which added to the hardship as the exchange rate of foreign currencies skyrocketed.Hence the price of goods and services went to as high as the salary of civil servants receiving minimum wage can not buy a 25 kilogram of rice which is the common food item among Nigerians.

Not to talk of other basic needs like transportation ,rent, school fees of children to mention a few.

2024 Workers Day and workers expectation

This year’s workers day celebrations came with high expectations from Workers that have been waiting for the announcement of the new minimum wage. But the new scale announcement by the Federal government was received with shock as the amount added on the salaries is not reasonable.

Initially the Organised Labour demanded 615,000 as the new wage for workers in order to cope with many economic realities and high cost of living in Nigeria.

The Labour unions said the current minimum wage of 30 ,000 can no longer cater for the well-being of an average Nigerian worker ,lamenting that not all governors were paying the Minimum Wage Act of 2019 signed by the former President Muhammadu Buhari. The Act is to be reviewed every five years to meet up with contemporary economic realities.

The controversial Federal Government approved salary increment

It was widely reported that the Federal government has approved an increase of between 25 percent and 35 per cent in salaries of civil servants on the existing six Consolidated Salary Structures.

The Salary Structures are the Consolidated Public Service Salary Structure (CONPSS), Consolidated Research and Allied Institutions Salary Structure (CONRAISS), Consolidated Police Salary Structure (CONPOSS), Consolidated Para-military Salary Structure (CONPASS), Consolidated Intelligence Community Salary Structure (CONICCS), and Consolidated Armed Forces Salary Structure (CONAFSS).

A statement signed by the Head of Press, National Salaries, Incomes and Wages Commission (NSIWC), Emmanuel Njoku, on Tuesday, 30th of April 2024, said the increases take effect from January 1, 2024.

But despite the earlier announcement by the agency responsible for workers salaries, the Federal government says the Tripartite Committee on National Minimum Wage was yet to conclude its negotiations.

Nkeiruka Onyejeocha is the State Minister of Labour. He said workers will not lose anything as the new Minimum Wage will take effect from May 1,2024.

The Minister stated this on Wednesday while addressing Nigerian workers at May Day celebration in Abuja.

He added that it was regrettable that the new Minimum Wage was not ready before this year’s Workers Day ,but that a wide consultation was ongoing to ensure that the document is out all together as soon as possible.

Living Wage should be 615 Naira 25 %and 35% Pay increase Mischievous – NLC

Comrade Joe Ajaero is the president of the Nigeria Labour Congress (NLC).He described as mischievous, the salary increase of between 25 and 35 per cent for civil servants announced on Tuesday 30th of April by the Federal Government.

“The announcement appears mischievous because there is no wage increment that the government is announcing “the NLC President said in an interview with Channels Tv on Wednesday 1st of May 2024.

The Labour leader added that the last minimum wage of 30,000 naira expired on April 18 2024.

“We should be in the regime of new Minimum Wage as of today (1st of May 2024.) discussions were supposed to have been concluded.

The Federal Government through the National Assembly legislated on it.But we saw that the discussion entered voice mail because the Federal Government refused to reconvene the meeting that was adjourned.

I think the announcement now appears mischievous because there is no wage increase that Government is announcing. For them to announce it now ,it is an issue that we are worried about at the NLC and even at the TUC ” He said.

Earlier in January ,the Federal Government inaugurated a 37- man Tripartite Committee on National Minimum Wage with a mandate to recommend a new National minimum Wage for the country but the recommendations of the committee have not been implemented by the government.

The NLC President said the current minimum wage of 30 ,000 can no longer cater for the well-being of an average Nigerian worker ,lamenting that not all governors are paying the current wage award which expired in April ,five years after the minimum Wage Act of 2019 signed by the former President Muhammadu Buhari.

Ajaero further said the organised Labour has agreed on 615 000 as the living wage for civil servants.

“Living wage is such that will ,at least keep you alive. It is not a wage that will make you poor and poorer. It is not a wage that will make you borrow to go to work.It is not a wage that will lead you to be in the hospital everyday because of malnutrition. For that living wage,we have tried to look at 615 000 naira.

Let me give you breakdown of how we arrived at that figure. We have housing and accommodation of 40,000.We asked for electricity of 20,000 – of course that was before the current tariff increase.Nobody can spend this amount currently. We have utility that is about 10,000.We looked at kerosene and gas that is about 25,000 to 35,000.

“We looked at food for a family of six ,that is about 9000 in a day.For 30 days, that is about 270,000.Look at medical ,50,000 naira provided there will be no surgery or whatever.

For clothing ,we looked at 20,000 for education ,50,000 naira.I don’t know for those who tried to put their children in private school, they will not be able to cope with this amount. We also have sanitation of 10,000 naira.

I think where we have another bulk of the money is transportation. This is because the workers stay on the fringes and because of the cost of PMS,which amounted to 110,000.

That brought the whole living wage to 615,000 and I want any one to subject this to further investigation and find out whether there will be any savings when you pay somebody on this rate” The labour leader stressed.

In Conclusion is to say that Federal government should be realistic in increasing the salary of workers as the price of goods and services are so high.

Considering the situation on the ground the NLC ‘s request is worth accepting even if not hundred percent but seventy percent for workers to survive the harsh economic situation.

Failure to provide living wage to civil servants in Nigeria is a clear contradictions to what President Tinubu’s government is preaching at International events where he said he is fighting against corruption when trying to attract foreign investors during his Qatar visit Tinubu charge investor to report any one requested for gratification from an investor directly to him.

So how can his government fight corruption while it can not pay the civil servants the right and the realistic wage that can cater for their basic needs of life at the time that the ruling class and their children are spending millions of dollars in luxury ,governors are embarking on unneeded foreign trips all at the detriment of the masses that receives 30 thousand naira as wage.

NLC has done the right thing by rejecting the Federal Government announced salary increase of 25 and 35 percent.

For More News And Analysis About Nigeria Follow Africa-Press

Abba Hamisu Sani Africa-Press –
