He, therefore, urged ministries, departments, and agencies, MDAs of government to align with this commitment.<\/p>\n<p>Akpabio made this statement during the stakeholders\u2019 session on the Appropriation Bill at the National Assembly in Abuja.<\/p>\n<p>The stakeholders\u2019 public hearing marked the involvement of the appropriation subcommittees, building on the earlier engagements of standing committees with the leadership of MDAs.<\/p>\n<p>In his address, the Senate President described the 2025 fiscal policy, termed the \u201cBudget of Restoration,\u201d as \u201ca strategic instrument to secure peace, ignite prosperity, and lay the cornerstone of a stronger, more resilient Nigeria.\u201d<\/p>\n<p>He viewed the session as an opportunity for the National Assembly to craft a budget that addresses immediate needs while also laying the foundation for a resilient and inclusive economy for future generations.<\/p>\n<p>Akpabio elaborated: \u201cThe 2025 Budget of Restoration: Securing Peace, Rebuilding Prosperity is coming at a time when the country faces trials that would shake the resolve of lesser nations.\u201d<\/p>\n<p>Expressing confidence in the lawmakers\u2019 ability to handle the task, he stated: \u201cWithin every challenge lies the seed of opportunity. The task before us is formidable, but it is neither beyond our reach nor beneath our determination.<\/p>\n<p>\u201cThis is not an ordinary assembly, and this is not an ordinary moment. For we are not gathered here merely as legislators, public servants, or citizens, but as custodians of Nigeria\u2019s destiny, stewards of its promise, and architects of its future.\u201d<\/p>\n<p>Meanwhile, the chairman of the Senate Committee on Appropriations, Senator Solomon Adeola, lamented at the retreat that significant revenue is being held hostage by organisations such as the NNPCL. He alleged that the company continues to treat certain elements of subsidy as operational expenses in its documentation, which affects the availability of free revenue.<\/p>\n<p>Adeola also addressed the padding allegations surrounding the 2024 budget, describing them as \u201ca needless controversy.\u201d<\/p>\n<p>He clarified: \u201cThe unfounded allegations of missing N3.0 trillion misrepresented the facts regarding funds appropriated for agencies whose budgets are on a first-line charge.\u201d<\/p>\n<p>He further outlined the focus of the 2025 Appropriation Act, stating that it represents \u201ca deliberate effort at solidifying the gains of previous fiscal policies while charting a course for sustainable economic growth.\u201d<\/p>\n<p>He said: \u201cIt is important to remind us all that the Constitution of the Federal Republic of Nigeria vests appropriation rights and powers over public revenues and expenditures in the National Assembly. These powers are exercised carefully and delicately in the best interests of the public to promote growth and development across all senatorial districts and federal constituencies in the country.<\/p>\n<p>\u201cIt is also important to note that appropriation decisions made by the National Assembly are not arbitrary or based solely on its preferences.
