{"id":149901,"date":"2025-02-11T22:26:39","date_gmt":"2025-02-11T21:26:39","guid":{"rendered":"https:\/\/www.africa-press.net\/nigeria\/uncategorized\/youve-no-powers-to-turn-our-right-of-way-to-motorpark-niwa-challenges-lg-chairman"},"modified":"2025-02-15T23:32:39","modified_gmt":"2025-02-15T22:32:39","slug":"youve-no-powers-to-turn-our-right-of-way-to-motorpark-niwa-challenges-lg-chairman","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/nigeria\/policy\/youve-no-powers-to-turn-our-right-of-way-to-motorpark-niwa-challenges-lg-chairman","title":{"rendered":"You\u2019ve no powers to turn our right-of-way to motorpark  \u2013  NIWA challenges LG chairman"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; Nigeria. <\/strong><\/span>The National Inland Waterways Authority, NIWA, has challenged the authorities of the Onitsha South Local Government Area, Anambra State, led by Mr Emeka Orji, over the take- over of its right-of-way for a motorpark in the city.<\/p>\n<p>The management of NIWA and Onitsha South Local Government Area have been at loggerheads over a park managed by the council, which the agency claimed formed part of its right-of-way along the river bank of the Niger.<\/p>\n<p>Secretary of the council, Paul Onuachala, had accused NIWA of interfering in the management of parks and markets in the council area, just as it protested being dragged to court by the agency.<\/p>\n<p>But NIWA Area Manager, Onitsha, Nicholas Suleiman, who spoke with journalists on Tuesday accused Onitsha South Local Government Area of usurping the duties of the Federal Government, as represented by NIWA, in the council area.<\/p>\n<p>He said, \u201cIt is criminal for the Onitsha South Local Government Area, to be engaging in activities that usurp the duties of NIWA, a Federal Government agency in Onitsha.<\/p>\n<p>\u201cThe chairman does not understand the NIWA Act, and he is nobody. We don\u2019t even consider local governments in the affairs of NIWA. Why is he bringing himself into NIWA affairs. We don\u2019t recognize local government in matters of NIWA.<\/p>\n<p>\u201cIt is criminal for the council area to usurp the function of NIWA, a Federal government agency, it is the same thing the Onitsha South Local Government has been doing with our clients. I will quote some section of the NIWA Act that declares the activities of Onitsha South Local Government on the Right of Way of NIWA illegal.<\/p>\n<p>\u201cWe do not know the angle from which Onitsha South Local Government is coming from, we do not know where a local government got the power to usurp the duties of the Federal Government as represented by NIWA in Onitsha.\u201d<\/p>\n<p>Quoting the NIWA act, Suleiman said: \u201cIt is there in the act, and it says \u2013 no person including a state shall, obstructs declared waterway, take sand, gravel or stone from any declared waterway, or erect permanent structure within the right-of-way or divert water from a declared waterway, carry out any of the activities as specified in section 9 of this Act, without the written consent, approval or permission of the Authority.\u201d<\/p>\n<p>He warned the council chairman to stay away from their facility and further dismantle the motorpark he built in the area as a revenue window.<\/p>\n<p><strong>For More News And Analysis About <span style=\"color: #ff6600\">Nigeria<\/span> Follow <span style=\"color: #ff6600\">Africa-Press<\/span><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Africa-Press &#8211; Nigeria.
