Africa-Press – Nigeria. <\/strong><\/span>The House of Representatives Committee on Public Assets has begun an investigation into the sale and collapse of Delta Steel Company, DSC, Aladja, Warri, Delta State.<\/p>\n

The committee, headed by Hon. Ademorin Kuye, grilled the management teams of the Bureau of Public Enterprises, BPE, the Asset Management Corporation of Nigeria, AMCON, the Office of the Accountant General of the Federation, AGF, and the Ministry of Finance Incorporated, MoFI, among others, over the sale and collapse of Delta Steel Company, which was worth over $700 million but was sold for less than $30 million.<\/p>\n

The Chairman of the House Committee on Public Assets, Hon. Ademorin Kuye, said the committee\u2014whose mandate includes oversight of the use, management, and disposal of all federal government assets within and outside the country\u2014decided to probe the purported sale of Delta Steel Company and the controversies surrounding its acquisition by AMCON.<\/p>\n

Briefing the committee, the Director General of the Bureau of Public Enterprises, Mr Ayodeji Ariyo Gbeleyi, stated that following the Federal Government\u2019s privatisation policy, 80 per cent of Delta Steel Company\u2019s shares were sold to Global Infrastructure Nigeria Ltd, GINL, in 2005, while the Federal Government (through BPE) retained 20 per cent.<\/p>\n

According to Gbeleyi, DSC was indeed worth $700 million, but 80 per cent of its assets were sold to GINL for just $30 million.<\/p>\n

He explained that residential buildings and plots of land belonging to DSC were used to settle the company\u2019s workers and pensioners.<\/p>\n

Gbeleyi further stated that after privatisation, GINL used DSC\u2019s assets as collateral to obtain a loan from Ecobank. However, due to non-performance of the loan, AMCON acquired the assets in 2015 and later sold them to Premium Steel and Mines Ltd.<\/p>\n

He added that AMCON did not seek clarification from BPE regarding the contractual agreement before acquiring and reselling the assets.<\/p>\n

Petitioners, including the Association of Concerned Residents of Camp 2, 4, and 5 of Delta Steel Company, Aladja, Warri, told the committee that before AMCON and Premium Steel and Mines became involved in 2015, they had been residing in the estate and plots of land allocated to them based on a contractual agreement.<\/p>\n

However, since 2015, they claimed they have been under constant intimidation and harassment by police and army personnel, who claimed to be acting on the instructions of AMCON and Premium Steel and Mines, ordering them to vacate the estates.<\/p>\n

Speaking on behalf of the petitioners, Dr David Emomotimi and Richardson Osifor argued that the assets AMCON acquired were those used as collateral by GINL to secure a loan from Ecobank and did not include the residential buildings.<\/p>\n

Osifor stated that, according to the contract agreement and records at the Corporate Affairs Commission, GINL obtained a loan of N250 million from Ecobank. However, AMCON allegedly inflated the debt to N7 billion.<\/p>\n

Similarly, BPE Director Gbeleyi added that they were aware of GINL\u2019s loan from Ecobank but were unaware of three other banks that AMCON listed as creditors.<\/p>\n

In their submission, AMCON representatives noted that they acquired DSC\u2019s assets, which had been used as collateral for loans from four banks, to prevent the company\u2019s total collapse.<\/p>\n

Chukwuemeka Umunakwu, from AMCON\u2019s legal unit, stated that AMCON acquired the assets for N22 billion but later sold them to Premium Steel and Mines for N32 billion.<\/p>\n

When questioned by the committee on whether the Office of the Accountant General of the Federation had records of payments made by BPE and AMCON for DSC\u2019s assets, AGF representative Kabiru Ademola (Director, Finance) confirmed receiving N3 billion from BPE for the sale of 80 per cent of DSC\u2019s assets to GINL.<\/p>\n

However, he noted that the AGF\u2019s office had not received any response from the Central Bank regarding AMCON\u2019s claim that it paid N32 billion for DSC\u2019s assets to Premium Steel and Mines Ltd. Although AMCON asserted that the funds were deposited into the federal government\u2019s Treasury Single Account, TSA, the agency was unable to provide proof of payment to the committee.<\/p>\n

The Managing Director\/CEO of the Ministry of Finance Incorporated, MoFI, Dr Armstrong Takang, stated that although MoFI is responsible for overseeing the management of assets and investments in the country, it withdrew from the Delta Steel Company matter due to numerous controversies.<\/p>\n

Takang expressed concern over the collapse of DSC and similar entities in Nigeria. He remarked: \u201cIf our forefathers, who were less exposed and less educated, could build such infrastructure and maintain it, yet our contemporary leaders, who are more exposed and educated, struggle to do so, I wonder what the future holds for this country.\u201d<\/p>\n

The committee directed AMCON and Premium Steel and Mines to desist from harassing residents of the DSC estate until the investigation is concluded.<\/p>\n
