Africa-Press – Nigeria. <\/strong><\/span>Local government chairmen across Kano and other northern states have denied receiving any directive from the Central Bank of Nigeria (CBN) regarding the verification of signatories for direct allocation disbursement.<\/p>\n

Speaking to newsmen, the Chairman of Garko Local Government in Kano, Saminu Garko, stated that no local government in the state had opened an account with the CBN, despite reports indicating that the apex bank had commenced the process. Similarly, local government officials in Benue, Bauchi, Plateau, and Kwara confirmed they had neither been contacted nor given guidelines on submitting their account details.<\/p>\n

The Information Officer of Bauchi Local Government, Babangida Jahun, disclosed that local government chairmen had recently traveled to Abuja for discussions on autonomy. However, he could not confirm whether account details were submitted.<\/p>\n

The delay in implementing financial autonomy\u2014despite the Supreme Court\u2019s ruling\u2014has sparked concerns among local government officials in the North, with many awaiting clear directives from federal authorities.<\/p>\n

While current local government chairmen insist they have not been approached regarding the opening of CBN accounts, former local government officials argue that the real issue extends beyond financial autonomy.<\/p>\n

In an interview with Daily Post, a two-time Chairman of Wudil Local Government in Kano, Yusuf Ibrahim Lajawa, described the situation as unsurprising. \u201cLocal governments still lack real independence. The reason they have not been able to open accounts is obvious\u2014local government chairmen are merely servants to their state governors. They have no autonomy,\u201d he stated.<\/p>\n

He further argued that without independent electoral bodies overseeing local government elections, the situation would remain unchanged. \u201cRegardless of the Supreme Court ruling, as long as governors appoint local government chairmen, I can assure you they will never have control over their affairs. Unless an independent electoral commission\u2014either at the state or national level\u2014conducts local government elections, chairmen will continue to be powerless.\u201d<\/p>\n

Lajawa also asserted that local governments are financially capable of sustaining themselves if state governors refrain from interfering in their affairs. \u201cI can guarantee you that there is no local government in Nigeria that cannot function independently if allowed to manage its federal allocation. The real problem is that state governments believe they cannot survive without local government funds\u2014that is the hard truth.\u201d<\/p>\n

In July 2024, the Supreme Court ruled in favor of financial autonomy for local governments, preventing state governors from controlling their funds. However, despite this landmark judgment, implementation remains stalled, leaving local government authorities in limbo.<\/p>\n
