Africa-Press – Nigeria. <\/strong><\/span>The International Monetary Fund, IMF, has highlighted the impact of trade tensions on the global economy, urging countries to take urgent steps to bolster their resilience against the expected shocks.<\/p>\n

In a speech titled \u201cToward a Better Balanced and More Resilient World Economy,\u201d IMF Managing Director Kristalina Georgieva hinted that the World Economic Outlook, to be released next week, will include notable markdowns, though not a recession.<\/p>\n

Georgieva likened the \u201csudden and sweeping shifts\u201d in tariffs to a pot that had been bubbling for a long time and is now boiling over, \u201ca result of an erosion of trust in the international system, and trust between countries.\u201d<\/p>\n

She noted that smaller countries are caught in the crosscurrents amid the standoff between China, the European Union, and the United States\u2014who, despite having relatively low imports to GDP, are the world\u2019s three largest importers.<\/p>\n

The IMF observed that smaller advanced economies, as well as emerging markets, rely more heavily on trade and are thus more exposed, while low-income countries face the added challenge of collapsing aid flows from donor nations.<\/p>\n

Outlining three impacts of trade tensions, Georgieva stated, first, that the complexity of modern supply chains means imported inputs feed into a wide range of domestic products, with the cost of a single item potentially affected by tariffs in dozens of countries.<\/p>\n

\u201cIn a world of bilateral tariff rates, planning becomes difficult. The result? Ships at sea not knowing which port to sail to; investment decisions postponed; financial markets volatile; precautionary savings up. The longer uncertainty persists, the larger the cost,\u201d she said.<\/p>\n

Secondly, Georgieva noted that while tariffs raise revenue, they do so at the expense of reducing and shifting economic activity. Evidence from previous episodes suggests higher tariff rates are not borne by trading partners alone.<\/p>\n

\u201cImporters pay some part through lower profits, and consumers pay some part through higher prices. By raising the cost of imported inputs, tariffs act upfront,\u201d she said, adding that although incentives for foreign firms may create new jobs, such processes take time.<\/p>\n

Thirdly, the IMF chief argued that protectionism undermines productivity in the long term, particularly in smaller economies. Shielding industries from competition, she said, weakens incentives for efficient resource allocation.<\/p>\n

\u201cEntrepreneurship gives way to special pleadings for exemptions, protection, and state support,\u201d Georgieva emphasised. \u201cBut again, if domestic markets are large and domestic competition is vibrant, negative effects can be mitigated.\u201d<\/p>\n

As for what countries can do, the IMF advised that they must redouble their efforts\u2014there is no room for delay in enacting reforms to enhance economic and financial stability in a world marked by heightened uncertainty and frequent shocks.<\/p>\n

Noting that some economies are confronting these challenges under the weight of significantly higher public debt burdens, Georgieva urged countries to take resolute fiscal action to rebuild policy space and ensure gradual adjustments in line with fiscal frameworks.<\/p>\n

\u201cTo protect price stability, monetary policy must remain agile and credible, supported by a strong commitment to central bank independence. Central bankers must keep an eagle eye on the data\u2014including higher inflation expectations in some cases.<\/p>\n

\u201cEmerging market economies should preserve exchange rate flexibility as a shock absorber. Policymakers can look to the IMF\u2019s Integrated Policy Framework for insights on how and when temporary measures may be warranted,\u201d the IMF chief added.<\/p>\n

Georgieva encouraged nations with \u201cunsustainable public debt\u201d to restore sustainability, including taking the difficult decision to seek debt restructuring, assuring that \u201cthe IMF will help countries manage macroeconomic adjustment and advance reforms.\u201d<\/p>\n
