Africa-Press<\/a> – Nigeria<\/a>. <\/strong><\/span>Niger State House of Assembly is set to commence investigations into the N2.8bn, allegedly expended by the state government outside the 2020 Appropriation law.<\/p>\n

This is sequel to a motion of urgent public importance at the plenary raised by a member representing Bosso constituency, Hon. Malik Madaki Bosso, alleging that three ministries, Works, Sports and Justice spent over N2.8 billion outside the budget.<\/p>\n

He explained that the Ministry for Works expended N2b, Sports, N360m and Justice N450m, respectively.<\/p>\n

According to him, \u201call these huge sums of money were spent out of the public funds of the state unconstitutionally and unlawfully, as they were not authorized by the House of Assembly\u201d<\/p>\n

He noted that as representatives of the people, they cannot fold their hands and allow public funds to be spent without due process being followed.<\/p>\n

Bosso insisted that if the monies were spent unconstitutionally, the state government has an option to bring a Supplementary Appropriation Bill but refused to do so.<\/p>\n

\u201cThere may be more to this development and therefore, it became necessary for this House to live up to its expectations. Section 120, subsection (2 and 3) stipulated that \u201cNo money shall be withdrawn from the Consolidated Revenue Fund of the State except to meet expenditure that is charged upon the Fund by this Constitution or where the issue of those monies has been authorized by an Appropriation Law, Supplementary Appropriation Law or Law passed in pursuance of section 212 of the Constitution\u201d.<\/p>\n

The lawmaker urged the house to invite relevant officials to explain these \u201cunconstitutional acts and why constitutional actions should not be taken against the government\u201d.<\/p>\n

Adopting his prayers, the lawmakers resolved that Commissioners of Finance, Budget and Planning, Sports, Works and Justice be invited to the House on Wednesday next week to give evidence on the matter.<\/p>\n","protected":false},"excerpt":{"rendered":"
