\nThe Ekiti State Governor, Mr Ayodele Fayose has described the decision to
\nwithdraw $1 billion from the Excess Crude Account to fight Boko Haram
\ninsurgency in the North-East region as a means by the All Progressives
\nCongress (APC) led federal government to fund President Muhammadu
\nBuhari\u2019s re-election in 2019.<\/p>\n

\u201cFor posterity sake, I wish to place it on record that I was not among
\nthe governors, who approved the withdrawal of almost half of our
\nsavings in the Excess Crude Account, which belongs to the three tiers
\nof government to fight an already defeated insurgency,\u201d he declared.<\/p>\n

In a statement issued in Ado Ekiti on Friday, and signed by his
\nSpecial Assistant on Public Communications and New Media, Lere
\nOlayinka, Governor Fayose said; \u201cSince they said they have defeated
\nBoko Haram, what else do they need a whopping sum of $1 billion (over
\nN360 billion) for; if not to fund the 2019 elections?<\/p>\n

\u201cThe APC promised to wipe out Boko Haram\u00a0within six months<\/span><\/span>, now it is
\n31 months and what the APC government is wiping out is the economy of
\nNigeria and the means of livelihood of the people,\u201d Governor Fayose
\nsaid.<\/p>\n

The governor said N360 billion was equivalent to what the Federation
\nAccount Allocation Committee (FAAC) share to the federal government,
\n<\/span>36 States and 774 Local Councils monthly, nothing that \u201cNigerians<\/p>\n

deserve proper explanations from the federal government on the
\nrationale behind spending such huge sum of money to fight an already
\ndefeated Boko Haram.\u201d<\/p>\n

He challenged the federal government to make available to Nigerians,
\nhow the money released by international donors for the fight against
\nBoko Haram was spent, adding that; \u201cEven the Transparency
\nInternational (TI) once said in its report that some top military
\nofficials in the country were feeding fat from the war against Boko
\nHaram by creating fake contracts and laundering the proceeds in the
\nUnited States, United Kingdom and elsewhere.\u201d<\/p>\n

The governor also alleged that the N50 billion kept by the Nigeria
\nNational Petroleum Corporation (NNPC) in different commercial bank
\naccounts outside the Treasury Single Account (TSA) on the directive of
\nPresident Buhari\u2019s Chief of Staff, Abba Kyari was part of the fund
\nbeing kept to fund President Buhari\u2019s election in 2019.<\/p>\n

Governor Fayose said; \u201cNigerians are alarmed by the revelation from
\nthe House of Representatives that President Buhari exempted NNPC from
\ntransferring N50 billion to the TSA, and the Central Bank of Nigeria
\n(CBN), confirmation that a letter issued by the Chief of Staff (CoS)
\nto the president, Abba Kyari conveyed the directive.<\/p>\n

\u201cAlso, they are miffed by the federal government\u2019s idea of withdrawing
\n$1 billion from the Excess Crude Account to fund an insurgency they
\nsaid had been defeated.<\/p>\n

\u201cThey went on to tell Nigerians that the decision was taken by
\ngovernors of the 36 States, whereas, it was solely the idea of the
\nfederal government, which they used the arranged National Executive
\nCouncil meeting to achieve.<\/p>\n

\u201cThe question is; how can the federal government alone spend almost
\nhalf of the Excess Crude money that belongs to the three tiers of
\ngovernment (i.e. Federal Government, States and Local Councils)?<\/p>\n

\u201cThe reality is that our treasury is daily being looted in readiness
\nfor the 2019 elections. Nigerians are therefore alerted to this
\nlootings by the APC led federal government to amass huge fund for the
\n2019 elections under the pretense of fighting insurgency in the
