Govt unveils plan for new Rwf26bn RIB headquarters

Africa-Press – Rwanda. The Government is laying the groundwork for an investment of a Rwf26.5 billion plan to construct new headquarters of the Rwanda Investigation Bureau (RIB).

The new headquarters will be built near the current RIB headquarters in Kimihurura, according to officials from Rwanda Housing Authority, which manages state related to housing and construction.

It expected to address challenges facing the institution, including space constraints, outdated infrastructure, and the need for specialized facilities that match modern investigative demands.

According to the Ministry of Justice, nearly all preparatory work has been completed; owner of properties on proposed site located in Kimihurura have already been compensated, and the architectural study for the new headquarters is 90 per cent complete.

“RIB plays a central role in criminal investigations, a modern headquarters will empower it to serve with greater efficiency, professionalism, and integrity,” the Minister of Justice, Emmanuel Ugirashebuja, told the parliamentary Committee on State Budget and Patrimony on May 9, when he presented the ministry’s spending priorities in the 2025-2026 fiscal year.

The ministry and its affiliated institutions plan to spend some Rwf46.4 billion in the next fiscal year, with the investigations body taking close to half the amount.

RIB is projected to spend Rwf22 billion, while the National Public Prosecution Authority will spend Rwf8.6 billion. The ministry plans to spend Rwf8.8 billion. The Rwanda Forensic Institute plans to spend Rwf5.2 billion, while the Rwanda Law Reform Commission could spend some Rwf1.4 billion.

In the 2026-2027 fiscal year, the ministry and the affiliated institutions are projected to spend Rwf48.6 billion. In the 2027-2028, the budget is projected to reach Rwf49.4 billion.

The Ministry of Justice is also seeking funds to modernize RIB’s transport, including maintenance of vehicles, motorcycles, and drones used in investigations and intelligence operations.

“Notably, Rwf352 million is required for purchasing tools and supplies for Scene of Crime Officers’ vans. These mobile units are critical in ensuring timely evidence collection in high-stakes investigations,” Ugirashebuja explained.

The minister also highlighted a lack of national archives for its growing volume of case files. Plans are underway to establish a centralized storage facility to house documents and improve efficiency.
