Africa-Press – Rwanda. Rwanda Correctional Service (RCS) has reappointed Chief Superintendent of Police (CSP) Hillary Emmanuel Sengabo as its official spokesperson.
Sengabo previously served in the same position from 2014 to 2020 before he left for further academic development at Rwanda National Police (RNP) College in Musanze where he specialised in good governance and peaceful conflict resolution, earning a Master’s degree.
After his studies, he held leadership positions at correctional centres in Muhanga and Huye, gaining more on-the-ground experience managing rehabilitation facilities.
His reappointment means he is replacing CSP Therese Kubwimana who recently retired.
Speaking to The NewTimes, Sengabo welcomed the appointment and said he is ready to resume his work with professionalism.
“I accept the responsibility with commitment. We are trained to serve with discipline, and when entrusted with a task, we carry it out with dedication,” he noted.
He also assured the media of his continued openness and pledged to keep the public informed about the work and programs of RCS.
His reappointment comes at a time when correctional institutions in Rwanda are increasingly focusing on rehabilitation over punishment.
