RDB To Oversee Rwanda Mines Board And Convention Bureau

Africa-Press – Rwanda. Rwanda Mines, Petroleum and Gas Board (RMB) and Rwanda Convention Bureau (RCB) will operate under the supervision of Rwanda Development Board (RDB), as part of an ongoing review of these institutions, according to a statement issued by the Office of the President on July 24.

RMB is a public entity whose mission is to regulate and manage mineral, quarry, oil and gas, while RCB is in charge of promoting Rwanda as a premier destination such as through promoting Meetings, Incentives, Conferences, and Exhibitions (MICE) sector.

As per the same statement, President Paul Kagame, appointed ministers, ministers of state and other senior officials.

The statement was issued following President Kagame’s meeting, on the same day, with Prime Minister-designate Justin Nsengiyumva “for consultation and alignment on key national priorities.”

Nsengiyumva’s appointment as Prime Minister by President Paul Kagame on Wednesday, July 23 – succeeding Édouard Ngirente, who had served in the position since 2017, implied subsequent establishment of a new Cabinet, going by the provisions of Rwanda’s constitution.

Not many changes were made to the government as most of the members of the previous Cabinet retained their positions.

Jean-Guy Afrika, will continue serving as the Chief Executive Officer of RDB, while Juliana Muganza, will continue serving as RDB Deputy Chief Executive Officer, as per the statement.

Article 124 of the constitution, which talks about vacation of office of the Prime Minister and appointment of a new Cabinet, provides that the Prime Minister’s resignation or vacation of office for any reason leads to the resignation of all the other members of the Cabinet.

The constitution specifies that the Prime Minister is appointed and removed from office by the President of the Republic, while Ministers, Ministers of State, and other members of Cabinet are appointed by the President of the Republic after consultation with the Prime Minister.

As per the constitution, the President of the Republic appoints a new Cabinet in compliance with relevant provisions, including the respect for power-sharing in state institutions.
