The president, as head of government, would manage daily affairs but report to the Supreme Leader. This structure preserves Rwanda\u2019s democratic gains while shielding its vision from short-term populism.<\/p>\n<p>Why must Rwandans act now? Because time is not neutral. Progress can erode. Enemies, internal and external, watch closely. Rwanda\u2019s success makes it a target. Jealous neighbors, foreign critics, and divisive voices wait for weakness. Kagame\u2019s leadership has held them at bay. A tightly integrated system is crucial to sustain and advance Kagame&#8217;s vision for Rwanda across future generations. A constitutional change isn\u2019t just about his legacy. It\u2019s about Rwanda\u2019s survival.
