Cooperation Organization (EAPCCO) and the Chinese Ministry of Public Security have pledged to strengthen collaboration in law enforcement and information sharing to advance peace and stability.<\/p>\n<p>The commitment was made in Kigali on Wednesday, November 5, during the second EAPCCO\u2013China ministerial dialogue, attended by representatives from Kenya, Rwanda, Uganda, Burundi, Sudan, and South Sudan, alongside a high-level Chinese delegation led by Vice Minister of Public Security, Xu Datong.<\/p>\n<p>Other EAPCCO member states include DR Congo, Djibouti, Eritrea, Ethiopia, Seychelles, Comoros, Somalia, and Tanzania.<\/p>\n<p>Rwanda&#8217;s Minister of Interior Vincent Biruta and China&#8217;s Vice Minister of Public Security, Xu Datong shake hands during the second EAPCCO\u2013China ministerial dialogue in Kigali.<\/p>\n<p>The dialogue followed the inaugural session held in China in September 2024, where both sides signed a Memorandum of Understanding (MoU) to boost cooperation against transnational crime, terrorism, and cyber threats.<\/p>\n<p>Rwanda\u2019s Minister of Interior, Vincent Biruta, commended the continued partnership between the region and China, describing it as a testament to \u201cthe power of collaboration built on trust and shared purpose.\u201d<\/p>\n<p>\u201cWe are delighted to host this important gathering aimed at strengthening our collaborative efforts in ensuring security across our countries,\u201d Biruta said. \u201cBoth parties are seeking mutual benefits through capacity building, exchange of expertise particularly around emerging technologies sharing information related to criminal activities and other strategic areas.\u201d<\/p>\n<p>\u201cOur shared goal remains clear, to safeguard the peoples of the EAPCCO member states and China, fostering a secure environment conducive to economic growth and prosperity.\u201d<\/p>\n<p>He emphasized that the dialogue was not only an opportunity to review progress under the existing MoU but also to reinforce a collective vision for effective law enforcement.<\/p>\n<p>\u201cThis ministerial dialogue reaffirms our commitment to the objectives outlined in our Memorandum of Understanding, which include preventive actions against terrorism and transnational organised crime, enhancing international policing standards, and fostering professionalism among our security agencies,\u201d he said.<\/p>\n<p>Biruta further proposed practical measures to sustain progress under the partnership. \u201cTo ensure smooth implementation of the signed MoU, Rwanda suggests that EAPCCO and China\u2019s ministry of public security establish an implementation framework and monitoring mechanism,\u201d he added.<\/p>\n<p>Vice Minister Xu Datong reaffirmed China\u2019s enduring friendship with Africa, calling it \u201ca relationship that has stood the test of time, spanned mountains and seas, and passed down through generations.\u201d<\/p>\n<p>He said China\u2019s engagement with Eastern Africa aligns with President Xi Jinping\u2019s vision under the Forum on China-Africa Cooperation (FOCAC) Summit, which highlights peace and security as central pillars of modernization.<\/p>\n<p>\u201cChina and Africa have always understood, trusted, supported, and helped each other,\u201d Xu said. \u201cOur strategic mutual trust has become stronger, our practical cooperation has deepened, and our consensus on unity and joint pursuit of security continues to grow.\u201d<\/p>\n<p>According to Xu, both sides have already achieved significant progress since the 2024 MoU, including repatriation of suspects, resolution of cross-border kidnapping cases, and rescue of Chinese nationals through coordinated operations.<\/p>\n<p>China has also hosted 18 specialized training sessions for 347 East African officers, offered seven police scholarships, and provided support to enhance forensic science capabilities in the region.<\/p>\n<p>Expanding areas of collaboration<\/p>\n<p>Xu announced fresh commitments, including plans to train 1,000 African law enforcement officers, provide annual police equipment to the EAPCCO chairing country, and send multidisciplinary advisory teams to assist with operational challenges.<\/p>\n<p>\u201cLet us join hands to open new horizons for China\u2013East Africa law enforcement and security cooperation, creating a sound environment for the prosperity and stability of all our nations,\u201d Xu said.<\/p>\n<p>\u201cChina is willing to strengthen intelligence exchange, experience sharing, joint case investigations, and coordinated actions with East African countries to fight terrorism, kidnapping, illegal detention, telecom and online fraud, drug trafficking, and other transnational crimes according to the law.\u201d<\/p>\n<p>Both sides reaffirmed the importance of cooperation through multilateral platforms such as the United Nations and INTERPOL, emphasizing collective security as the cornerstone of development.<\/p>\n<p>Delegates expressed optimism that the partnership will continue to strengthen regional resilience against organized crime, cyber threats, and emerging security challenges.<\/p>\n<p>Brig Gen of Police Richard Ndayisaba, the Permanent Secretary in Burundi\u2019s Ministry of Public Security, who led his country\u2019s delegation, commended Rwandan government for its warm hospitality and the successful organization of the ministerial dialogue.<\/p>\n<p>He applauded the ongoing progress in the partnership between China and East Africa, particularly following the signing and implementation of the memorandum of understanding that has guided regional cooperation in law enforcement.<\/p>\n<p>\u201cBurundi acknowledges the significant progress achieved within the framework of this cooperation,\u201d Ndayisaba said. \u201cAs a member of both EAPCCO and AFRIPOL, Burundi remains committed to regional efforts to combat transnational and cross-border crime through coordinated strategies and strengthened police collaboration with INTERPOL.\u201d<\/p>\n<p>Ndayisaba also underscored the importance of shared values in regional security operations.<\/p>\n<p>\u201cOur cooperation must continue to be guided by respect for national sovereignty, legality in police operations, professionalism, non-discrimination, and the protection of human rights,\u201d he said.<\/p>\n<p>He further described the ministerial dialogue as a renewed opportunity to deepen partnership between China and East African law enforcement
