For those encountering this history for the first time, it is difficult to comprehend the scale of the tragedy that unfolded in just 100 days. Yet it is equally important to understand not only what happened, but also how a nation devastated by violence has worked to rebuild itself through resilience, unity, and reconciliation.

In 1994, Rwanda experienced a genocide in which more than one million Tutsi were brutally killed between April and July. The genocide did not emerge suddenly. It was the culmination of years of ethnic division, discrimination, and propaganda that systematically dehumanised the Tutsi population. Colonial policies in earlier decades entrenched ethnic categories and deepened social divisions, which were later exploited by extremist political leaders.

On April 7, 1994, extremist Hutu leaders launched a coordinated campaign of violence against the Tutsi population. Organised massacres spread rapidly across the country as militias and members of the Hutu population were mobilised and instructed to hunt down and kill Tutsi. Roadblocks were set up, homes were searched, and entire communities were targeted. Families were torn apart, children were killed or left orphaned, and countless lives were destroyed in a campaign of unimaginable cruelty.

For 100 days, Rwanda descended into chaos and horror. Churches, schools, and community centres that should have been places of safety became sites of mass killings. Neighbours turned against neighbours. The international community failed to intervene to stop the violence.

By July 1994, the genocide came to an end when the Rwandan Patriotic Front stopped the killings and took control of the country. But Rwanda was left shattered. The country had lost more than one million lives, millions more had been displaced, and its social fabric had been deeply torn. The challenge facing Rwanda was not only how to rebuild infrastructure and institutions, but also how to heal a society profoundly wounded by hatred and violence.

In the years that followed, Rwanda embarked on a difficult and deliberate journey of recovery. Justice and reconciliation became central pillars of this process. The country established community-based ‘Gacaca’ courts to address the vast number of genocide-related crimes while encouraging truth-telling and accountability. Survivors and perpetrators were often forced to confront the past together, an extraordinarily challenging but necessary step toward rebuilding trust.

Equally important was a national commitment to move beyond the divisions that had led to the genocide. Rwanda placed strong emphasis on unity, shared citizenship, and the rejection of ethnic politics. National remembrance initiatives were created to ensure that the genocide is never forgotten and that future generations understand the consequences of hatred and intolerance.

Today, Rwanda’s story is also one of resilience. In the decades since 1994, the country has made significant progress in rebuilding its institutions, strengthening economic development, and fostering a renewed sense of national identity. Survivors who endured unimaginable loss have played a central role in shaping a society that values peace, dignity, and human life.

With stability gradually restored, Rwanda also turned its focus toward rebuilding and development. The country adopted a long-term national vision that prioritises a business-friendly environment while investing in education, healthcare, tourism, and technological advancement. Rwanda has also made a deliberate effort to maintain a clean, green, and safe environment across both urban and rural communities.

“The lessons of Rwanda remind us that genocide begins not with mass violence, but with words, propaganda, discrimination, and the gradual normalisation of hatred.”

Today, Kigali is widely recognised as a leading destination in Africa for tourism, international conferences, and business. Investments in infrastructure have transformed the country’s landscape, with improved road networks, reliable electricity access, and modern public facilities supporting economic growth.

Rwanda has also invested heavily in digital infrastructure, aiming to build a knowledge-based economy and position itself as an emerging technology hub in Africa. Inclusivity has been another cornerstone of Rwanda’s progress. Women play a central role in public life and governance, and Rwanda consistently records one of the highest percentages of women represented in parliament anywhere in the world.

Looking ahead, Rwanda’s ambition is to continue its development journey and achieve middle-income status by 2035 and high-income status by 2050. The country’s transformation from the devastation of 1994 to its current standing as a stable and growing nation stands as a powerful testament to the resilience of its people.

However, remembrance remains essential. Commemorating the genocide against the Tutsi is not only about honouring the victims; it is also about reaffirming a global commitment to prevent such atrocities from happening again.

The lessons of Rwanda remind us that genocide begins not with mass violence, but with words, propaganda, discrimination, and the gradual normalisation of hatred.

Another important challenge that often follows genocide is denial. Even after the violence ends, attempts may emerge to distort history, minimise the scale of the crimes, or shift responsibility away from those who planned and carried out the genocide. Such denial can take many forms, from questioning established facts to spreading misinformation that seeks to obscure the truth.

For survivors and for societies seeking to rebuild, confronting denial is essential. Preserving the historical record, supporting education about the genocide, and ensuring that the voices of survivors continue to be heard are critical steps in safeguarding memory and preventing the recurrence of such atrocities.

For the international community, including countries far from Rwanda such as Malta, remembering these events carries a shared responsibility. It reminds us that vigilance, compassion, and the defence of human dignity are universal responsibilities that extend beyond national borders.

More than three decades later, Rwanda continues to commemorate the lives lost while building a future rooted in unity and hope. The country’s journey from tragedy to renewal stands as a powerful testament to the resilience of the human spirit and the enduring possibility of reconciliation.

As the world reflects on the events of 1994, the message from Rwanda is clear: remembering the past is essential, not to reopen wounds, but to ensure that such horrors are never repeated. At the same time, Rwanda’s experience also offers another powerful message to the world: that unity, reconciliation, and healing are possible even after the deepest tragedy.

The journey of the Rwandan people shows that a society can rebuild, restore trust, and work toward a shared and hopeful future. Even after a genocide, a nation can rise again, determined to build peace, dignity, and opportunity for generations to come.

Johnston Busingye is the Rwandan High Commissioner to Malta.
