A substantial and growing body of historical and contemporary evidence shows that this ideology has not only persisted but adapted over time.<\/p>\n<p>Its endurance can be traced in part to networks and actors that fled Rwanda in 1994 following the 1994 Genocide against the Tutsi.<\/p>\n<p>These elements have continued to propagate divisive narratives through political rhetoric, mobilisation, and, in some cases, organised violence, contributing to the persistence and evolution of genocide-linked ideology across the region.<\/p>\n<p>Among them is FDLR \u2013 a Kinshasa-backed terrorist militia founded in eastern DR Congo in mid-2000 by remnants of the masterminds of the 1994 Genocide against the Tutsi in Rwanda.<\/p>\n<p>Alex Mvuka Ntung, a researcher and analyst on the Great Lakes Region.<\/p>\n<p>Alex Mvuka Ntung, a researcher and analyst on the Great Lakes Region, links the continued existence of the FDLR to the reception that genocidal forces received when they fled to the DR Congo in 1994.<\/p>\n<p>He explains that nearly 80 per cent of those who fled Rwanda after the genocide crossed into the DR Congo with the support of the French troops.<\/p>\n<p>However, beyond this immediate trigger, Ntung emphasises that the DR Congo provided a particularly hospitable environment for these groups, most of whom had committed the genocide.<\/p>\n<p>\u201cThey entered a context that was, in many ways, ideologically and psychologically similar to what they had left behind in Rwanda. Local populations were already deeply connected to the events unfolding in Rwanda, which facilitated this transition,\u201d he says.<\/p>\n<p>A second critical factor, he notes, was the failure to dismantle both the genocidal ideology and the armed structures. This ideology, which he describes as a \u201cweapon of mass destruction,\u201d remained intact, alongside significant military capacity.<\/p>\n<p>Some FDLR genocidal group members captured by M23 at the handover event in Rubavu District on Saturday, March 1, 2025. Photo by Germain Nsanzimana<\/p>\n<p>\u201cAs a result, these groups were able to reorganise and continue operating much as they had before, at one point mobilising thousands of fighters in Goma. They also succeeded in recruiting additional members,\u201d he explains.<\/p>\n<p>Ntung also highlights the enabling role of the political environment in the DR Congo, which, at various levels, provided implicit or explicit support, saying this political backing allowed these groups to expand their influence and sustain their operations over time.<\/p>\n<p>The researcher further traces the historical roots of this dynamic, noting that the then former President Juve\u0301nal Habyarimana had long operated within North Kivu, where there was a significant population of Kinyarwanda-speaking Hutu communities.<\/p>\n<p>\u201cThrough networks and organisations such as MAGRIVI and propaganda platforms like Kangura, ideological narratives were actively cultivated and disseminated across borders,\u201d he says.<\/p>\n<p>MAGRIVI (an acronym for Mutuelle Agricole des Virunga or Mutuelle des Agriculteurs des Virunga\u2014Farmers Mutual Society of Virunga) was a Congolese Hutu political association formed in the 1980s by the support of Habyarimana aimed at bolstering the Hutu population&#8217;s position against Tutsis and indigenous communities such as the Hunde and Nande in eastern Zaire.<\/p>\n<p>Brig Gen Ezechiel Gakwerere of the genocidal militia FDLR and some members captured by M23 at the handover event in Rubavu District on Saturday, March 1,2025. Photo Germain Nsanzimana<\/p>\n<p>Studies indicate that in 1991, when Banyarwanda were excluded from participation in the national conference held in Kinshasa to debate the political future of the country, organisers of MAGRIVI urged Hutu in North Kivu to protest by rejecting the authority of local Hunde chiefs and refusing to pay taxes, a particularly serious threat given the economic importance of the Banyarwanda.<\/p>\n<p>Ntung also points to the prevalence of hate speech in Kinshasa and other parts of the DR Congo, even prior to the genocide, maintaining that individuals labeled as ibyitso (accomplices) &#8211; Tutsi members who were linked to RPF Inkotanyi &#8211; were reportedly targeted and arrested, reflecting the early entrenchment of hostile narratives.<\/p>\n<p><b>State support to FDLR<\/b><\/p>\n<p>At the state level, former Zairian President Mobutu Sese Seko supported Habyarimana, not purely through diplomatic channels but in what Ntung describes as a form of \u201cbrotherhood.\u201d Mobutu even deployed troops to assist in fighting the RPF, although these efforts ultimately failed.<\/p>\n<p>According to Bojana Coulibaly, a researcher on conflict discourse, when the genocidaires and their family members fled to eastern DR Congo, they continued to receive state support.<\/p>\n<p>\u201cThe FDLR had been pushed out of DRC into countries like Congo Brazzaville. Once Laurent-De\u0301sire\u0301 Kabila (the then Congolese president) turned against Rwanda and Uganda, he had no army so he had to bring them back. He created, organised, funded, and trained them,\u201d she says.<\/p>\n<p>This has been confirmed by many former FDLR members who were captured and sent back to Rwanda to be reintegrated or tried by official courts.<\/p>\n<p>The former FDLR deputy president Straton Musoni, speaks to The New Times at his home in Rwanda, on March 31, 2025<\/p>\n<p>One of them is former FDLR deputy president Straton Musoni, who, in 2023, told The New Times in an exclusive interview, that FDLR was formed in May 2000 with the support of president Laurent-De\u0301sire\u0301 Kabila.<\/p>\n<p>\u201cKabila was behind the establishment of FDLR. The government of Congo supported it. The [Congolese] military supported it because the soldiers in the forces spe\u0301ciales were paid by Kabila\u2019s army,\u201d he confirmed, further explaining that forces spe\u0301ciales [special forces] was a name that had been given to ex-FAR members who had been integrated in the official army of the DR Congo.<\/p>\n<p>Musoni explained how, initially, members of the Army for the Liberation of Rwanda (ALIR) &#8211; a group of ex-FAR soldiers &#8211; did not want the name FDLR but preferred to be called ALIR2.<\/p>\n<p>\u201cKabila and others including [Aloys] Ntiwiragabo and us all said we didn\u2019t want to be ALIR2 since ALIR had been put on a terrorist group because they killed American tourists in Bwindi,\u201d he revealed.<\/p>\n<p>FDLR genocidal group\u2019s base at Kanyamahoro, about 3 km from the Rwanda border in North Kivu, eastern DR Congo, photographed after the capture of Goma in February 2025. Photo by James Munyaneza.<\/p>\n<p>Kinshasa\u2019s support towards the FDLR continued over the years. This support has recently been documented in many reports. For instance, Human Rights Watch (HRW) reported that between May and August 2022, the Congolese army fought M23 \u201cwith a coalition of Congolese militia as well as the FDLR.\u201d<\/p>\n<p>HRW also documented a May 8\u20139, 2022 meeting in Pinga attended by Congolese army officers and, reportedly, two senior FDLR commanders, where armed groups formed a coalition to fight M23.<\/p>\n<p>The EU later used this same episode in July 2023 in sanctioning Col. Simon Tokolonga, saying his presence revealed cooperation between FARDC members and that coalition.<\/p>\n<p>HRW said it received credible information that members of Tokolonga\u2019s 3411th regiment gave more than a dozen boxes of ammunition to FDLR fighters in Kazaroho on July 21, 2022. It also quoted an FDLR fighter saying government troops \u201cwould always provide us with ammunition\u201d and also gave them \u201cuniforms and boots.\u201d<\/p>\n<p>Houses belonging to Tutsis were deliberately set ablaze by DR Congo government-backed FDLR and Wazalendo militia in Nturo in 2024. File.<\/p>\n<p>A report by the United Nations High Commissioner for Human Rights (OHCHR) concluded in September 2025 that, \u201cThe Democratic Republic of the Congo is responsible for violations committed by Wazalendo and FDLR to the extent that their members acted under its direction or control.\u201d<\/p>\n<p>More evidence show that FDLR members have committed mass atrocities in eastern DR Congo, including burning down of Tutsi or Banyamulenge houses, executing them, as well as raping women and young girls.<\/p>\n<p>\u201cIn some instances, victims were abducted and subjected to sexual slavery. For example, a 19-year-old woman was abducted, taken to an unknown location to become the \u201cwife\u201d of an FDLR element who raped her for two days,\u201d a UNHR report shows.<\/p>\n<p><b>Rise in genocide ideology<\/b><\/p>\n<p>The continued presence of FDLR in the region has led to a noticeable rise in hate speech and genocide ideology. This has mainly been amplified by social media platforms, which have accelerated both its spread and normalisation.<\/p>\n<p>Some officials in the DR Congo, including Minister of Communication Patrick Muyaya and former Justice Minister Constant Mutamba, have been criticised by analysts and observers for rhetoric that, at times, blurs the line between political messaging and inflammatory discourse.<\/p>\n<p>This escalation has been accompanied by extreme forms of violence, including lynching and acts of cannibalism. Photo by Teddy Mazina<\/p>\n<p>Ntung maintains that there is a growing internationalisation of this ideology. Its narratives and networks are no longer confined to the region but are increasingly visible within diaspora communities in countries such as Germany, the Netherlands, France, and Belgium.<\/p>\n<p>\u201cWhat is unfolding in South and North Kivu, including the systematic burning of villages, churches, and livestock, alongside acts of extreme violence, strongly reflects an intent that goes beyond conflict and points toward the destruction of a people\u2019s existence and humanity.\u201d<\/p>\n<p>In South Kivu, in particular, this pattern has persisted for over several years. Ntung estimates that entire Banyamulenge villages, stretching across approximately 50 kilometres, have been systematically destroyed.<\/p>\n<p>\u201cAround 80% of these villages have been burned. In addition, approximately 7,000 cattle have been looted, over 600 churches destroyed, and more than 400 schools razed.\u201d<\/p>\n<p><b>\u2018Int\u2019l community must act\u2019<\/b><\/p>\n<p>Behind the violence, insecurity, and spread of genocide ideology, FDLR leaders have also built extensive economic networks that sustain their operations. Photo by Emmanuel Dushimimana<\/p>\n<p>Coulibaly, who is currently writing a book that is partly examining the group\u2019s financial structures, argues that many senior FDLR figures have accumulated significant wealth through the charcoal trade.<\/p>\n<p>According to her research, some leaders have acquired large tracts of land and real estate in Goma using proceeds from these illegal activities, increasing both their economic and political influence.<\/p>\n<p>She also points to alleged collaboration with local political actors, including DR Congo\u2019s Minister of International Trade Julien Paluku, as a factor enabling these networks to thrive.<\/p>\n<p>Coulibaly further argues that the international community has failed to fully implement existing measures aimed at dismantling the FDLR and addressing the persistence of genocide ideology, despite numerous resolutions.<\/p>\n<p>The United Nations Security Council sanctioned the FDLR in 2005 over its armed activity in eastern DR Congo, violations of the arms embargo, and role in regional instability, a designation that remains in place today.<\/p>\n<p>The U.S. Department of State followed by designating the group as a terrorist organisation in 2008, criminalising material and financial support. Similarly, the European Union has imposed sanctions on several FDLR leaders.<\/p>\n<p>However, these measures have done little to dismantle the group\u2019s operations or curb the persistence of genocide denial and ideology in the region.<\/p>\n<p>\u201cThe international community needs to step up and stop using genocide denial, ideology, and conspiracy theories,\u201d Coulibaly says.<\/p>\n<p>In 1945, the UN instituted a charter to prevent genocide, and in 1948 adopted the Convention on its prevention and punishment.
