Carragher\u2019s comment and Morgan\u2019s tweet might be brushed off by Arsenal\u2019s hierarchy as a passing media storm, but the fact that Rwandan President Paul Kagame was moved to tweet three times after the Gunners\u2019 defeat is arguably more embarrassing in particular because the Arsenal jersey bore the inscription \u201cVisit Rwanda\u201d on the sleeves.<\/p>\n<p>The Visit Rwanda website says Arsenal is the organization\u2019s sleeve sponsor, while French club Paris Saint-Germain is described as a \u201cpremium partner.\u201d The partnership also allows the East African country to \u201cgain global exposure through branding on match day LED boards at the Emirates Stadium [Arsenal\u2019s home ground], all the interview backdrops and a broad range of other marketing rights,\u201d according to the website. \u201cBrentford deserved to win and they did,\u201d tweeted Kagame, who in the past has described himself as a \u201ccommitted fan\u201d of his \u201cbeloved club Arsenal.\u201d \u201cThe game itself aside Arsenal and the fans don\u2019t deserve to kind of get used to this,\u201d continued Kagame, who went on to criticize Arsenal\u2019s transfer strategy. \u201cIt\u2019s been a struggle of about decade(s) \u2014 ups&amp;downs \u2014 more downs until this point. Can\u2019t we have a plan that really works?? One part to look at is how we deal in the market \u2014 players we buy to execute the plan. The touch &amp; go mentality does not bring change. Under former manager Arsene Wenger, Arsenal won the Premier League title in 1998, 2002, and 2004 and clinched seven FA Cups. Arsenal won the league and FA Cup Double in 1998 and 2002. Wenger was Arsenal\u2019s manager for 22 years before he stepped down in 2018. He was succeeded by Unai Emery and Arteta, but the club\u2019s drift has continued.<\/p>\n<p>Arsenal announced a three-year tourism partnership with the East African country in May 2018.\u201cThe media has been speculating around \u00a330 million but what I can tell you it\u2019s not \u00a330 million ($41.5 million), it\u2019s less than that,\u201d CEO of the Rwanda Development Board, Clare Akamanzi, told CNN at the time. Thirty-five million people (will be) viewing their (Arsenal\u2019s) shirts every single day,\u201d Akamanzi said. When the sponsorship deal was announced, critics said the money should have been spent alleviating the chronic poverty in the country. \u201cI think when millions of Rwandans are living on less than a pound a day ($1.28), that\u2019s fairly obscene,\u201d UK Conservative MP Andrew Bridgen told CNN at the time.\u201cThe public have a right to know how our aid budget is being spent, and the people of Rwanda have a right to know how their president is spending their money.\u201d Arsenal did not respond to CNN\u2019s request for comment \u2014 by phone and email \u2014 on when and whether the sponsorship deal had been renewed and Kagame\u2019s criticism of the club\u2019s transfer policy. However, the East African website reported the deal had been extended until 2023. Visit Rwanda didn\u2019t respond to CNN\u2019s request for comment about the partnership deal. This isn\u2019t the first time Kagame has tweeted about Arsenal. When Wenger stepped down as manager three years ago, Kagame said \u201cthis should not have been the kind of ending of an era.<\/p>\n<p>Analysis -Arsenal friend or accomplice of the tyrant of Kigali The relationship between Arsenal and Rwanda has also raised eyebrows given allegations of systemic human rights abuses in the East African country<\/p>\n<p>\u201cFootball has spent the past decade being bought and sold by sovereign states, used to puff, gloss and scour international reputations. What\u2019s another friendly despot? wrote the Guardian\u2019s chief sports writer Barney Ronay, who pointed to Human Rights Watch assessment of Rwanda.<\/p>\n<p>\u201cThe ruling Rwandan Patriotic Front (RPF) continues to target those perceived as a threat to the government,\u201d according to Human Rights Watch. \u201cSeveral high-profile critics have been arrested or threatened and authorities regularly fail to conduct credible investigations into cases of enforced disappearances and suspicious deaths of government opponents.\u201d The Rwandan government hasn\u2019t responded to CNN\u2019s request for comment in recent reporting regarding attacks against its critics.<\/p>\n<p>-40 million dollars at the expense of a starving and poorly cared for people<\/p>\n<p>The majority of Rwandans remain miserable and without drugs, children out of school; most of the young people leaving schools remain unemployed and famine is raging throughout the country and at the same time the despot of Kigali cynically and selfishly offers himself the pleasure of spending millions to finance European football teams richer than his country . What say the donors of Rwanda who worry about the most disadvantaged by offering aid and loans to a government that no longer knows where to put this money? The pretext of attracting tourists does not hold water and reports in this area show that, on the other hand, their number has fallen miserably, to say that these funds have served no purpose.<\/p>\n<p>-The expected response of donors<\/p>\n<p>Objectively speaking, we are faced with an ambiguity. On the one hand, Rwanda remains a poor country without natural resources which seeks itself whose population suffers from all ills and which is exhausted by surcharges to supply the country\u2019s budget. On the other hand, it is ultimately a country without concern that does not know where to spend its funds to such an extent that its leaders allow themselves to give their benefactors the money they had offered them to fight against the endemic poverty of their population. Faced with this scandal, the Rwandan authorities will find it difficult to request aid and loans from donors because the latter have irrefutable proof that the funds disbursed are misappropriated; moreover, Panama Papers and the sums paid to Pegasus have not yet been forgotten.<\/p>\n<p>Conclusion Rwanda is the 19th poorest country in the world with a per capita income of around $700. Arsenal is one of the richest football clubs in the world. Isn\u2019t it paradoxical that Rwandan government dares to worry about the defeats of this team and hastens to grant him funds that he does not even need instead of thinking about the eradication of the famine from which their populations suffer on a daily basis?
