{"id":48048,"date":"2023-07-20T11:11:55","date_gmt":"2023-07-20T11:11:55","guid":{"rendered":"https:\/\/www.africa-press.net\/rwanda\/all-news\/rwanda-has-progressed-in-childrens-ability-to-communicate-in-english-uk-special-envoy"},"modified":"2023-07-20T11:23:22","modified_gmt":"2023-07-20T11:23:22","slug":"rwanda-has-progressed-in-childrens-ability-to-communicate-in-english-uk-special-envoy","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/rwanda\/culture-and-art\/rwanda-has-progressed-in-childrens-ability-to-communicate-in-english-uk-special-envoy","title":{"rendered":"Rwanda Has Progressed In Children\u2019s Ability to Communicate in English \u2013 UK Special Envoy"},"content":{"rendered":"<p><b>Daniel Sabiiti <\/b><\/p>\n<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; Rwanda. <\/strong><\/span>The UK Special Envoy in gender equality has commended Rwanda for the progress made in integrating and accelerating the use of the English language in Rwanda\u2019s education system through the Building Learning Foundation (BLF) program.<\/p>\n<p>The BLF program is a UKAid-funded program improving learning outcomes for children at P1-5 in English and Mathematics in Rwandan schools, building the capacity of teachers &amp; provision of learning resources to all teachers, training school and system leaders to drive improvement in schools and delivering learning resources to the student.<\/p>\n<p>The program also runs the Girls\u2019 clubs (42 schools across 10 districts) activities to support schools to address gender issues in the education system with a special focus on disadvantaged, vulnerable girls and dropouts in the communities where the program is implemented.<\/p>\n<p>Alicia Herbert OBE, who is leading a UK delegation at the ongoing 2023 Women Deliver conference in Kigali, took time off this morning July 18, to visit and interact with groups of students from two schools (EPAK and GS Mburabutoro) who are among the 40 schools benefitting from Foreign; Commonwealth &amp; Development Office (FCDO) funded Girls clubs across 10 districts in Rwanda.<\/p>\n<p>\u201cThere is clearly been progress since the last time (2018) I was here and it\u2019s really good to see progress in terms of children being able to communicate in English as a medium of communication,\u201d Herbert OBE said.<\/p>\n<p>The envoy also noted that neighboring Tanzania, where she has been assessing a similar program, should learn from Rwanda\u2019s process of transition from Kiswahili to English<\/p>\n<p>Herbert also had a chance to interact with girl\u2019s clubs where she witnessed firsthand experience of how young girls are groomed to fight GBV and grow in self-esteem through an integrated gender-responsive pedagogy and sexuality education.<\/p>\n<p>Through the Education Development Trust (EDT), the government has been implementing the gender-responsive pedagogy that aims to get out-of-school girls in school, thrive in school, and create a conducive environment for their education.<\/p>\n<p>Herbert said that the Girl\u2019s clubs, supported by UK High Commission in Rwanda and the Education Development Trust (EDT) create the space to do just that and reaffirmed her government support through the coming years.<\/p>\n<p>The BLF program which began in July 2017 and is due to end in September 2023 has witnessed a significant positive impact on the education system, especially in English language literacy and numeracy.<\/p>\n<p>For instance, in English: Across P1 to P3 performance trebled, with an average 57% increase in the proportion of grade proficient learners from 19% at baseline (2018) to 76% end line (2023).<\/p>\n<p>Gains in English were greatest for P3; a 66% increase from baseline of 17% to 83% by the end line. Boys and girls continue to perform similarly in English (77% of boy\u2019s grade proficient compared to 76% of girls)<\/p>\n<p>Maths: Across P1 to P3 performance doubled, with an average 23% increase in the proportion of grade proficient learners from baseline 16% (2018) to end line 39% (2023).<\/p>\n<p>Girl\u2019s performance: Disaggregation of learning outcomes by gender shows very high gender parity. At the end line girls\u2019 performance was at the same level as boys in Maths (47% of girls and boys at their grade level across P1 to P3), and for English, (76% for girls and 77 for boys).<\/p>\n<p>Rose Baguma, the Director General of Education Policy and Analysis at the Ministry of Education said that Rwanda has good gender policies but the role of partners on the ground is highly needed to implement country strategies in gender-responsive education.<\/p>\n<p>\u201cIf you don\u2019t have partners down there, for us as a ministry we find it hard to reach.
