{"id":58570,"date":"2023-11-21T17:43:35","date_gmt":"2023-11-21T17:43:35","guid":{"rendered":"https:\/\/www.africa-press.net\/rwanda\/all-news\/rwanda-remains-open-to-refugees-says-govt-spokesperson"},"modified":"2023-11-21T19:05:29","modified_gmt":"2023-11-21T19:05:29","slug":"rwanda-remains-open-to-refugees-says-govt-spokesperson","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/rwanda\/policy\/rwanda-remains-open-to-refugees-says-govt-spokesperson","title":{"rendered":"Rwanda remains open to refugees, says govt spokesperson"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; Rwanda. <\/strong><\/span>Rwanda is an open and welcoming country for people seeking safety and refuge, government spokesperson Yolande Makolo has said.<\/p>\n<p>In an interview with British television Sky News, Makolo said Rwanda, which hosts more than 130,000 refugees, was \u201cvery much used to\u201d offering good treatment to people seeking safety.<\/p>\n<p>She spoke in the wake of the November 15 ruling by the Supreme Court of the United Kingdom that Rwanda would be unsafe for asylum seekers sent there under a bilateral partnership between the two governments.<\/p>\n<p>\u201cWe\u2019re offering a home to people. We\u2019re comfortable with that and we would never have entered this partnership if we weren\u2019t sure that we can successfully offer people a good place to live,\u201d she said, adding \u201cRwanda is one of the safest countries in the world.\u201d<\/p>\n<p>The five-year partnership signed in April 2022 seeks to transfer to Rwanda migrants arriving illegally in the UK through the British Channel.<\/p>\n<p>The Supreme Court said the asylum seekers sent to Rwanda would risk being sent back to their countries of origin, which would be contrary to what is known as the principle of non-refoulement in the 1951 Refugee Convention.<\/p>\n<p>\u201cWe are signatories to the Refugee Convention. We do not send anyone back or deport people back to dangerous situations they have fled or situations of persecution. We\u2019ve never done that and we don\u2019t intend to,\u201d Makolo said.<\/p>\n<p>\u201cWe want to be a country that works for Rwandans, that works for Africans, that\u2019s welcoming. We want to continue to do this. We are doing the best that we can with the resources that we have\u201d<\/p>\n<p>Following the Supreme Court ruling, the two governments announced they were working on a new treaty that would confirm Rwanda is indeed safe for asylum seekers.<\/p>\n<p>The UK Prime Minister Rishi Sunak said the Rwanda policy was \u201can essential part\u201d of his plan to stop illegal migration.<\/p>\n<p>\u201cThe partnership that we&#8217;re working on with the UK will ensure that [the asylum seekers] get opportunities, that they receive the safety that they need and they get training in language skills. They will be able to go to school and they will live amongst us in Rwanda,\u201d Makolo said.<\/p>\n<p>She said they would not be sent to their countries of origin if they did not choose to.<\/p>\n<p>\u201cIf they do want to go back home, we will not be deporting anyone or sending people back to dangerous situations, but they will have a choice to go back home if they want to. We&#8217;re not setting up any kind of prisons here,\u201d she said.<\/p>\n<p>Makolo reiterated that they \u201cwill benefit from the same opportunities that Rwandans have\u201d and that over the five-year period the two governments will be working to ensure that the asylum seekers are fully integrated in the society.<\/p>\n<p>\u201cWhat we\u2019re trying to do is raise the level of services that we deliver to Rwandans, raise the quality of education, maximise job opportunities and [the asylum seekers] will have a legal path to residence and citizenship, and have opportunities to live a decent life here like every other Rwandan.\u201d<\/p>\n<p>Since 2017, through an emergency transit mechanism supported by the United Nations refugee agency (UNHCR), Rwanda has received nearly 2,000 asylum seekers evacuated from Libyan detention centres.<\/p>\n<p>Close to 1,300 of the asylum seekers mostly from the Horn of Africa have since been resettled in third countries.<\/p>\n<p>Makolo said the partnership with the UK is an improvement on the emergency transit mechanism with the UNHCR.<\/p>\n<p><b>Correcting North-South imbalance<\/b><\/p>\n<p>Makolo said the UK-Rwanda partnership was a \u201cwell-thought\u201d programme that seeks to address the global migration crisis \u201cin a way that corrects the imbalance in opportunities between the Global South and the North.\u201d<\/p>\n<p>\u201cWe don\u2019t want to lose people on these desperate journeys across the Sahara and the Mediterranean Sea. We\u2019re losing brain power in Africa,\u201d she said.<\/p>\n<p>&#8220;We want young Africans to remain here and to build the continent. We want to build these opportunities here&#8230; Rwanda wants to be a place of opportunity on the continent of opportunities. This is the first step in that.
