Africa-Press – Senegal. The Council of Ministers was held this Wednesday, June 7, 2023 at the Palace of the Republic, under the chairmanship of the Head of State, His Excellency, Mr. Macky SALL.

At the beginning of his communication, the President of the Republic bowed to the memory of the people who died during the serious incidents noted in recent days, more particularly, in the regions of Dakar and Ziguinchor. In this painful circumstance, the Council of Ministers observed a minute of silence in memory of the victims of the events.

The Head of State took the opportunity to present his heartfelt condolences to the nation and to the families of the victims and assured them of the support and presence of the State at their side.

The President of the Republic also wished a speedy recovery to the injured civilians, police and gendarmes.

The Head of State took the opportunity to salute the remarkable professionalism and the effective republican posture of the defense and security forces which made it possible to control, despite everything, the unprecedented violence of malicious attacks, and to stop the acts of vandalism and organized crime noted.

The President of the Republic strongly condemned these extremely serious attacks against the State, the Republic and its institutions and against the Senegalese nation through human violence, acts of looting against public and private property and cyber-attacks against strategic sites of Government and vital public services, the objective of which was undoubtedly to sow terror and bring our country to a standstill.

The Head of State reminded the Government of the imperative need to protect our Republic and preserve our nation in the face of the attacks which have become recurrent and multifaceted aimed at paralyzing our economy, undermining the brand image of benchmark of our country, Senegal, which remains, above all, a great democracy.

Faced with the disproportionate gravity of the facts, the President of the Republic reiterated his determination to protect the Nation, the State, the Republic, its values ​​and its foundations. To this end, he ordered the opening of immediate and systematic judicial inquiries to shed light on the responsibilities linked to these events.

In view of the situation, the President of the Republic has asked the Government to prepare a complete Memorandum on the deaths, acts of vandalism and mistrust of the State perpetrated during these demonstrations.

The President of the Republic also invited the Government to make an exhaustive assessment of the economic losses and the material damage caused in order to have an exact assessment of the damage suffered.

The Head of State particularly wanted to reassure our compatriots and the foreign guests who live among us, on the measures taken to preserve the stability of the country and the safety of people and property.

In addition, the President of the Republic asked the Government to take all the necessary measures to assist the families of the victims, as well as the persons and entities who suffered damage.

Finally, the Head of State reiterated his openness to dialogue and consultation with all the living forces of the Nation in respect for the rule of law and our common desire to live together in peace, stability and solidarity, as recalled during his message at the launch ceremony of the National Dialogue on Wednesday, May 31, 2023.

Returning to the launch of the national dialogue, the President of the Republic thanked all the political, economic, social, religious and customary actors, as well as the women and young people who responded to his call.

The Head of State took the opportunity to welcome the quality of the responsible and constructive messages delivered by the speakers during this important meeting of exchanges and proposals for strengthening the rule of law and improving of our electoral and political system, of our economic and social situation, in the dynamics of the performance of the Emerging Senegal Plan (PSE) launched in 2014.

To this end, the President of the Republic renewed his commitment to support the work of the national dialogue commissions in order to find, with the actors involved, the necessary compromises and the consensus expected on all the priority and major issues addressed, and which should consolidate our Republican Pact, the resilience and stability of Senegal.

Finally, the Head of State indicated that the final proposals and recommendations of the work of the commissions must reach him before June 25, 2023, with a view to the rapid implementation of the conclusions and presidential decisions resulting from the National Dialogue that he wishes , again, inclusive, constructive and forward-looking.

At the end of this dialogue, the President of the Republic informed the Council that he will address the nation to share the conclusions and give the main guidelines that will allow the consolidation of our democratic and republican model.

Addressing the monitoring of the 2023-2024 agricultural campaign, the President of the Republic asked the Minister of Agriculture, Rural Equipment and Food Sovereignty to intensify, in conjunction with the actors of the campaign, the services technical authorities involved and the decentralized administrative authorities, all the actions required to ensure the effective and efficient installation of inputs and agricultural equipment throughout the national territory, in view of the quantities of rain already collected in several localities from the country.

Moreover, the Head of State invited the Ministers in charge of Agriculture and Finance to take the appropriate measures for the settlement of the debt relating to the supply of certified seeds in previous years, in particular with the cooperatives of the seed producers.

Finally, the President of the Republic asked the Minister in charge of Agriculture and the Regional Governors to ensure the weekly territorial monitoring of the agricultural campaign.

With regard to the urgency of strengthening policies for the integration and promotion of entrepreneurship and youth employment, the Head of State returned to the creation by decree 2021-172 of January 27, 2021 of the Conseil for the integration and employment of young people (CNIEJ), a body for consultation, strategic supervision and interministerial coordination of policies for the integration and employment of young people.

To this end, the President of the Republic asked the Minister of Youth, Entrepreneurship and Employment to present the first CNIEJ report to the Council of Ministers, outlining the prospects with new operational and pragmatic measures to support and enhance vocational training, apprenticeship, entrepreneurship and youth employment.

The Head of State also insisted on the importance for the Ministries in charge of Employment and Finance, to popularize through appropriate communication, the evaluation of the state of physical and financial execution of all the components of the XEYU NDAW NI Program for the prospective consolidation of results.

Finally, the President of the Republic asked the Ministers in charge of Employment and Labour, to engage with the social partners and employers, the optimization of the mechanisms of the National State-Employers Convention with a view to widening the possibilities of recruiting young graduates who arrive massively, each year, on the labor market.

On the social climate, the management and the monitoring of internal affairs, the Head of State returned to the following subjects:

– the improvement of the water supply of the populations: by asking the Minister of Water and Sanitation to take all appropriate measures in conjunction with SONES, SEN’EAU, OFOR and public service delegates in rural areas to ensure, in liaison with associations and territorial authorities, the continuous improvement of the operation and management of hydraulic systems throughout the national territory;

– the normal functioning of local authorities: by asking the Minister of Finance and Budget and the Minister in charge of Local Authorities, to take all measures in relation to the local executives with a view to establishing a permanent social dialogue aimed at improving conditions of exercise of the agents of the territorial public service, as well as the adequate functioning of the administrative services of the territorial collectivities.

Dans sa communication, le Premier Ministre est revenu sur le suivi de la coordination de l’activité gouvernementale en évoquant :

– les violentes manifestations survenues la semaine dernière ;

– le lancement du dialogue national ;

– les questions d’actualité au Gouvernement ;

– ses visites à Diourbel, Mbacké et Touba ;

– la réception de taurillons à l’Ensa de Thies ;

– les opérations préparatoires à la fête de la tabaski ;

– la conférence E-learning Africa.

IN RESPECT OF COMMUNICATIONS BY MINISTERS

– the Minister of Finance and Budget made a communication on the

multi-annual budgetary and economic programming document (DPBEP 2024-2026);

– the Minister of Agriculture, Rural Equipment and Food Sovereignty gave an

update on rainfall, the preparation of the 2023-2024 agricultural campaign and the monitoring of horticultural exports;

– the Minister of National Education made a communication on the preparations for the

2023 General Competition.

IN RESPECT OF LEGISLATIVE AND REGULATORY TEXTS

The Board examined and adopted:

– the Bill relating to Higher Institutes of Vocational Education (ISEP);

WITH RESPECT TO INDIVIDUAL MEASURES

The President of the Republic has taken the following decisions:

– Mr. Cheikhou Issa SYLLA, Lecturer-Researcher in Public Law at Cheikh Anta Diop University in Dakar (UCAD), is appointed Chairman of the Board of Directors of the Eastern Senegal Mining Company (MIFERSO).
