The cases pending before the Court for the Repression of Illicit Enrichment (CREI) are transferred to the financial and judicial pool, « a new, improved, modernized system for fighting economic and financial crime », indicated Minister Ismaïla Madior Fall, stressing that « there is no abandonment of the proceedings ».
« It should not be understood that the establishment of these new mechanisms such as the financial and judicial pool means the end of accountability in Senegal or a desire to avoid prosecution. Cases pending before the CREI are transferred to this pool, » he said.
The minister spoke on Thursday before the deputies during the vote on the draft amendment to the code of criminal procedure establishing the « financial and judicial » pool, « a new, improved, modernized system for combating economic and financial crime) » one of the direct consequences of which is the abolition of the CREI.
The text was adopted by a majority of one hundred and twenty-three (123) deputies. There were thirty-six (36) abstentions.
According to the minister, “there is a political will to strengthen the means of combating economic crime”. « The government has just realized that the CREI system is not effective in combating economic and financial crime, » he argued.
This is why, he underlined, “many parameters are taken into account today”. « Today, there is the specialization and capacity building of magistrates who are responsible for repressing these crimes of economic and financial delinquency, » said the minister. He considered that « despite their voluntarism and their professionalism, the magistrates of the CREI are not specialists ».
