Africa-Press – Senegal. La gestion des ressources extractives et leur transfert aux collectivités territoriales ne bénéficient pas souvent à l’exécutif local qui peine à recouvrer le pourcentage qui lui est consacré dans ce domaine, a estimé le député Abass Sall, président de la Commission Energie et Ressources minières à l’Assemblée nationale.
“The management of extractive resources and their transfer also requires respecting the commitments of companies specializing in the exploitation of these resources vis-à-vis local authorities. The latter must benefit from mining revenues,” said the parliamentarian.
Il s’exprimait samedi au terme d’un atelier de renforcement de capacité des parlementaires à l’initiative du Forum civil, le section sénégalaise de Transparency International. Cette rencontre de trois jours est axée sur la transparence dans la gestion budgétaire des fonds miniers et des hydrocarbures ainsi que les instruments de gouvernance des ressources extractives.
“The problem that local authorities are facing results from the fact that the contributions and commitments of companies to them are difficult to respect in order to recover the 0.5% of turnover excluding tax,” said points out Abass Sall.
He insisted on the importance of this training which aims to enable parliamentarians to carry out “effective actions to operationalize the funds and revenues generated by the extractive sector”.
Cette session permettra aussi aux parlementaires d’avoir une « bonne maitrise des instruments de gouvernance des ressources extractives pour exiger aux entreprises le respect de leurs engagements ».
Abass Sall also noted the problems faced by populations living in mining areas. “The exploitation of extractive resources causes a lot of problems for populations living in mining areas,” he said.
According to him, these problems lie in the « non-respect of the rights of populations in terms of compensation, the non-compliance with environmental commitments, the non-effectiveness of corporate social responsibility, as well as the non-compliance with the provisions of the local content law.
