Mais en r\u00e9alit\u00e9, seule la classe moyenne pourra l\u2019emprunter.<\/p>\n<p>Le Train express r\u00e9gional (TER), avanc\u00e9e technologique d\u2019importance, a donc \u00e9t\u00e9 r\u00e9-inaugur\u00e9 en grande pompe le 27 d\u00e9cembre dernier par le chef de l\u2019\u00c9tat s\u00e9n\u00e9galais. Le pr\u00e9sident de la BAD, Akinwumi Adesina, l\u2019a aid\u00e9 \u00e0 tenir le ruban. Cette fois, le TER roulera tous les jours sans s\u2019arr\u00eater, de la gare du port de Dakar \u00e0 Diamniadio \u2013 en attendant, affirme Macky Sall, de rejoindre bient\u00f4t les villes de Mbour et de Thi\u00e8s.<\/p>\n<p><b>Tarifs prohibitifs<\/b><\/p>\n<p>Dans des accents de Lider Maximo communiste, le pr\u00e9sident de la R\u00e9publique a annonc\u00e9 qu\u2019une \u00ab aube nouvelle [s\u2019\u00e9tait] lev\u00e9e \u00bb. Communisme ? C\u2019est bien le mot juste ! On veut en effet faire accroire, en haut lieu, que ce TER est destin\u00e9 \u00e0 convoyer 115 000 voyageurs par jour, dont une majorit\u00e9 de pauvres des banlieues paup\u00e9ris\u00e9es. La r\u00e9alit\u00e9 est autre. Ce TER enti\u00e8rement climatis\u00e9, d\u2019un co\u00fbt de \u00ab 780 milliards [de F CFA] hors taxes \u00bb \u2013 selon le dossier de presse officiel \u2013 devrait \u00eatre destin\u00e9 \u00e0 la seule classe moyenne. Cela doit \u00eatre dit.<\/p>\n<p>D\u00e9j\u00e0, les tarifs pratiqu\u00e9s ne sont pas \u00e0 la port\u00e9e du goorgorlou lambda, cens\u00e9 l\u2019emprunter plusieurs fois par jour : 500 F CFA pour rallier Thiaroye, 1 500 F CFA pour atteindre Diamniadio. Ensuite, le v\u00e9ritable d\u00e9fi, c\u2019est de convaincre les m\u00e9nages qui ont une ou deux voitures de s\u2019en priver en semaine afin de contribuer au n\u00e9cessaire d\u00e9sengorgement de la capitale s\u00e9n\u00e9galaise. Ils emprunteraient ainsi des transports en commun adapt\u00e9s \u00e0 leur standing et r\u00e9pondant \u00e0 leurs l\u00e9gitimes attentes de confort et de propret\u00e9.<\/p>\n<p>Laissez les p\u00e9kins moyens continuer \u00e0 monter dans les bus Tata et les Ndiaye Ndiaye \u00e0 150 F CFA le trajet. R\u00e9servez plut\u00f4t le TER aux citoyens de la classe moyenne, dont beaucoup ont d\u2019ailleurs quitt\u00e9 le centre-ville pour s\u2019installer dans les villas cossues des poches prosp\u00e8res de banlieues comme Mbao Villeneuve, Malika, Keur Massar\u2026<\/p>\n<p>Actuellement en cours de r\u00e9alisation, le Bus Rapid Transit (BRT) pourra, lui, \u00eatre d\u00e9volu aux personnes assomm\u00e9es par la qu\u00eate journali\u00e8re de la \u00ab d\u00e9pense quotidienne \u00bb, la fameuse DQ s\u00e9n\u00e9galaise. Mais le gouvernement refuse de l\u2019admettre et s\u2019installe dans le d\u00e9ni, mettant en avant sa volont\u00e9 farouche de permettre aux plus pauvres de voyager en TER. Comme pour se persuader d\u2019avoir raison, il a ainsi d\u00e9cid\u00e9 d\u2019attirer le chaland des couches pr\u00e9caires en d\u00e9cr\u00e9tant sa gratuit\u00e9 durant les quinze jours qui ont suivi son inauguration. Mais ce n\u2019\u00e9tait qu\u2019un leurre.<\/p>\n<p><b>Am\u00e9liorer le bilan carbone du TER<\/b><\/p>\n<p>Qu\u2019on se le dise (tout cynisme mis \u00e0 part), toutes les infrastructures publiques ne sont pas accessibles \u00e0 tous les citoyens. \u00c0 chacun son transport en commun. Air S\u00e9n\u00e9gal (\u00ab esprit Teranga \u00bb, es-tu l\u00e0 ?) existe bien gr\u00e2ce aux deniers publics, c\u2019est-\u00e0-dire gr\u00e2ce aux imp\u00f4ts de tous les contribuables. Mais voyager sous pavillon national n\u2019est pas donn\u00e9 \u00e0 tout le monde, pas plus pour aller \u00e0 Paris ou \u00e0 New York que pour rallier Ziguinchor.<\/p>\n<p>Pour en revenir au TER, la v\u00e9ritable avanc\u00e9e \u2013 maintenant qu\u2019on a pr\u00e9f\u00e9r\u00e9 ce train urbain \u00e0 la r\u00e9alisation d\u2019un train international allant de Dakar \u00e0 Bamako \u2013, ce n\u2019est pas de lui faire atteindre Thi\u00e8s ou Mbour. C\u2019est de cr\u00e9er une ligne Dakar Plateau-Ngor Almadies. Pour que les fonctionnaires onusiens et les S\u00e9n\u00e9galais nantis garent leurs 4X4 pendant les cinq jours ouvr\u00e9s de la semaine, et les reprennent le week-end pour sortir de Dakar afin de s\u2019a\u00e9rer.<\/p>\n<p>Oui, la vraie cible du TER devrait \u00eatre celle-l\u00e0. Ce serait en plus une bonne occasion d\u2019am\u00e9liorer le bilan carbone du TER. \u00ab Chacun pour soi et Dieu pour tous \u00bb ? Que tout le monde s\u2019assoie et que Dieu nous pousse. Quid des S\u00e9n\u00e9galais non pourvus mat\u00e9riellement ? Ils pourront prendre le TER les week-ends, et pour les grandes occasions o\u00f9 ils s\u2019endimanchent. Voil\u00e0.
