Africa-Press – Senegal. <\/strong><\/span>Le Plan strat\u00e9gique de d\u00e9veloppement 2016-2025 de l\u2019Agence de d\u00e9veloppement municipal (ADM) ouvre de nouveaux chantiers d\u2019adaptation de l\u2019offre de services de cette derni\u00e8re au profit des collectivit\u00e9s territoriales, a soulign\u00e9, jeudi, son directeur g\u00e9n\u00e9ral, Cheikh Issa Sall.<\/p>\n

\u00ab\u00a0A ce jour, l\u2019ADM a capitalis\u00e9 une solide exp\u00e9rience dans le domaine du d\u00e9veloppement territorial par la mise en \u0153uvre de projets et programmes. Sous ce m\u00eame registre, elle a adopt\u00e9 son Plan strat\u00e9gique de d\u00e9veloppement 2016-2025 qui lui ouvre de nouveaux chantiers afin de mieux adapter son offre de services au profit des collectivit\u00e9s territoriales, en tenant compte des nouveaux paradigmes induits par l\u2019Acte 3 de la d\u00e9centralisation\u00a0\u00bb, a-t-il indiqu\u00e9.<\/p>\n

Selon M. Sall, par ailleurs maire de la commune de Mbour, cette \u00ab\u00a0adaptation contextuelle\u00a0\u00bb a conduit \u00e0 la formulation du Projet financements innovants des territoires (PROFIT), \u00e0 travers lequel l\u2019ADM \u0153uvre pour permettre aux collectivit\u00e9s territoriales d\u2019acc\u00e9der \u00e0 la finance islamique, par exemple.<\/p>\n

Le DG de l\u2019ADM intervenait au cours d\u2019un atelier d\u2019\u00e9change et de partage sur le WAQF, une rencontre qui se tient \u00e0 Somone (Mbour), avec la participation des quatorze agences de d\u00e9veloppement durable (ARD).<\/p>\n

Selon lui, l\u2019objectif de d\u00e9veloppement des collectivit\u00e9s territoriales a pr\u00e9sid\u00e9 \u00e0 la cr\u00e9ation de l\u2019ADM, le 8 juillet 1997, par les pouvoirs publics, en vue de venir en aide aux diff\u00e9rentes communes composant l\u2019architecture administrative et institutionnelle s\u00e9n\u00e9galaise.<\/p>\n

Depuis, ajoute Cheikh Issa Sall, \u00ab\u00a0l\u2019ADM \u0153uvre pour l\u2019op\u00e9rationnalisation de la politique de d\u00e9centralisation au S\u00e9n\u00e9gal, qui s\u2019est davantage approfondie avec l\u2019av\u00e8nement, en 2013, de l\u2019Acte 3 de la d\u00e9centralisation\u00a0\u00bb, lequel devrait se traduire par \u00ab\u00a0des territoires viables, comp\u00e9titifs et porteurs de d\u00e9veloppement durable\u00a0\u00bb.<\/p>\n

Dans cette perspective, l\u2019ADM a pour mission de contribuer \u00e0 \u00ab\u00a0promouvoir le d\u00e9veloppement territorial et (…) au renforcement des capacit\u00e9s financi\u00e8res, administratives et techniques des collectivit\u00e9s territoriales et d\u2019accompagner les collectivit\u00e9s territoriales et leurs regroupements dans la mobilisation des ressources\u00a0\u00bb, explique-t-il.<\/p>\n

Pour ce faire, l\u2019ADM et le WAQF ont nou\u00e9, le 1er juillet 2021, un accord de partenariat portant essentiellement sur \u00ab\u00a0la recherche de ressources substantielles et diversifi\u00e9es au profit des collectivit\u00e9s territoriales\u00a0\u00bb, selon son DG.<\/p>\n

De m\u00eame, dit-il, l\u2019ADM \u0153uvre pour la ma\u00eetrise de l\u2019information territoriale, la facilitation de la coop\u00e9ration entre territoires et la promotion de l\u2019intercommunalit\u00e9.<\/p>\n

Elle s\u2019investit \u00e9galement \u00ab\u00a0pour concevoir et ex\u00e9cuter des projets et programmes de d\u00e9veloppement au profit des territoires\u00a0\u00bb, \u00e0 partir de plusieurs leviers qui concernent l\u2019appui institutionnel, le renforcement de capacit\u00e9s, la gestion administrative, technique et financi\u00e8re des municipalit\u00e9s et des structures intercommunautaires.<\/p>\n

Cheikh Issa Sall a en outre cit\u00e9 la r\u00e9alisation et l\u2019entretien des infrastructures et \u00e9quipements municipaux et intercommunaux.<\/p>\n
