Derri\u00e8re cet anglicisme utilis\u00e9 par les professionnels se dissimule le dossier le plus sensible que le secteur a\u00e9rien s\u00e9n\u00e9galais ait eu \u00e0 g\u00e9rer depuis l\u2019entr\u00e9e en service de l\u2019a\u00e9roport international Blaise-Diagne (AIBD), en d\u00e9cembre 2017. Depuis une dizaine de jours, en effet, les cuves de k\u00e9ros\u00e8ne crient famine. Une p\u00e9nurie \u00e0 l\u2019issue encore incertaine mais d\u00e9j\u00e0 lourde de cons\u00e9quences pour la vingtaine de compagnies concern\u00e9es. \u00ab C\u2019est du jamais-vu \u00bb, t\u00e9moigne un pilote qui a commenc\u00e9 sa carri\u00e8re en 1993 et vole d\u00e9sormais sur Air S\u00e9n\u00e9gal.<\/p>\n<p>L\u2019ann\u00e9e 2022 avait pourtant bien commenc\u00e9 pour l\u2019a\u00e9roport international implant\u00e9 \u00e0 Diass, \u00e0 45 km de la capitale. Au premier trimestre, plus de 210 000 passagers ont en effet arpent\u00e9 les couloirs de l\u2019AIBD, soit le double du trafic passagers au premier trimestre de 2021 \u2013 et, surtout, un chiffre en hausse de 1,89 % par rapport \u00e0 la m\u00eame p\u00e9riode en 2019. Et ce, alors m\u00eame que l\u2019Association internationale des transporteurs a\u00e9riens (IATA) ne pr\u00e9voit pas, \u00e0 l\u2019\u00e9chelle globale, de retour aux niveaux pr\u00e9-Covid 19 avant la fin de 2023.<\/p>\n<p>Le S\u00e9n\u00e9gal avait donc r\u00e9ussi l\u2019exploit de booster son trafic malgr\u00e9 la situation difficile v\u00e9cue par certaines compagnies importantes pour son activit\u00e9, comme Royal Air Maroc (-32 % de passagers enregistr\u00e9s \u00e0 l\u2019AIBD par rapport \u00e0 2019) ou Iberia, pass\u00e9e sous la barre des 10 000 passagers trimestriels \u00e0 Dakar depuis la pand\u00e9mie.<\/p>\n<p><b>Une crise qui laissera des traces<\/b><\/p>\n<p>Mais cette reprise en fanfare s\u2019est interrompue le 15 avril lorsque Baye Momar Kebe, le directeur g\u00e9n\u00e9ral de la Soci\u00e9t\u00e9 de manutention de carburant aviation (SMCADY), charg\u00e9e de l\u2019approvisionnement en k\u00e9ros\u00e8ne des diff\u00e9rentes compagnies pr\u00e9sentes sur la plateforme a\u00e9roportuaire s\u00e9n\u00e9galaise, a alert\u00e9 son homologue Doudou Ka, le directeur g\u00e9n\u00e9ral de l\u2019AIBD, \u00e0 propos d\u2019une p\u00e9nurie de nature \u00e0 perturber gravement l\u2019activit\u00e9 de l\u2019a\u00e9roport.<\/p>\n<p>En guise de rem\u00e8de, il le priait de \u00ab bien vouloir prendre les dispositions n\u00e9cessaires pour la diffusion d\u2019un Notam relatif au sujet \u00bb. Une requ\u00eate aussit\u00f4t relay\u00e9e par l\u2019AIBD dans un message aux personnels navigants, les informant qu\u2019 \u00bb\u00e0 partir du samedi 17 avril 2022, tous les op\u00e9rateurs a\u00e9riens op\u00e9rant \u00e0 l\u2019a\u00e9roport international Blaise-Diagne sont requis de prendre les dispositions pour transporter la quantit\u00e9 de carburant n\u00e9cessaire afin d\u2019assurer l\u2019autonomie en carburant des vols retour \u00bb. \u00c0 d\u00e9faut, les compagnies assurant des vols vers l\u2019Europe, l\u2019Afrique de l\u2019Est ou l\u2019Afrique australe et le continent am\u00e9ricain n\u2019auraient d\u2019autre choix que de pr\u00e9voir une escale afin de pouvoir avitailler hors du S\u00e9n\u00e9gal.<\/p>\n<p>La crise est \u00e0 la fois subite, in\u00e9dite et lourde de cons\u00e9quences. Sur le court terme d\u2019abord, dans la mesure o\u00f9 elle contraint les compagnies a\u00e9riennes \u00e0 adopter dans l\u2019urgence des solutions loin d\u2019\u00eatre satisfaisantes. Si la compagnie am\u00e9ricaine Delta Airlines fait d\u00e9sormais le plein au Cap-Vert, SN Brussels en Gambie, Ethiopian Airlines au Nigeria ou Air France aux Canaries, \u00ab beaucoup d\u2019avions n\u2019ont pas la capacit\u00e9 de s\u2019adapter \u00e0 cette situation, et les compagnies impact\u00e9es risquent fort d\u2019effectuer des vols \u00e0 perte\u2019, pr\u00e9vient notre pilote \u00e0 Air S\u00e9n\u00e9gal.<\/p>\n<p><b>Grincements de dents<\/b><\/p>\n<p>\u00ab L\u2019emport de carburant pour le vol retour co\u00fbte en effet de l\u2019argent et augmente l\u2019\u00e9mission de CO\u00b2, explique ainsi Gerardo Mesias, consultant en aviation et ancien Manager for Commercial Fuel Campaigns \u00e0 l\u2019Association internationale des transporteurs a\u00e9riens (IATA). Par ailleurs, cela limite la capacit\u00e9 cargo ainsi que le nombre de passagers. \u00bb<\/p>\n<p>Un atterrissage suivi d\u2019un deuxi\u00e8me d\u00e9collage afin d\u2019avitailler, faute d\u2019avoir pu faire le plein en carburant \u00e0 l\u2019AIBD, est \u00e9galement une \u00e9tape on\u00e9reuse pour les compagnies concern\u00e9es.<\/p>\n<p>\u00ab Elles vont payer le prix fort, ainsi que l\u2019AIBD et les op\u00e9rateurs turcs Suma et Limak \u00bb, estime quant \u00e0 lui No\u00ebl Deconinck, consultant senior en aviation bas\u00e9 au S\u00e9n\u00e9gal, pour qui \u00ab les avions les plus impact\u00e9s sont les moyen courriers monocouloir qui font la liaison entre l\u2019Europe et le S\u00e9n\u00e9gal, comme ceux d\u2019Iberia, par exemple. \u00bb<\/p>\n<p>\u00c0 moyen terme, l\u00e0 aussi, les s\u00e9quelles seront nombreuses. La priorit\u00e9 donn\u00e9e aux vols militaires de l\u2019arm\u00e9e s\u00e9n\u00e9galaise ainsi qu\u2019au pavillon national, Air S\u00e9n\u00e9gal, pour l\u2019acc\u00e8s aux maigres r\u00e9serves de k\u00e9ros\u00e8ne de la SMCADY (2 800m\u00b3, selon l\u2019AIBD) fait grincer des dents : \u00ab Il doit y avoir du k\u00e9ros\u00e8ne pour tout le monde ou pour personne \u00bb, s\u2019emporte un acteur proche d\u2019une autre compagnie.<\/p>\n<p><b>Impr\u00e9paration<\/b><\/p>\n<p>Selon la lettre confidentielle Africa Intelligence, la situation serait la cons\u00e9quence d\u2019une mauvaise op\u00e9ration de trading effectu\u00e9e par Ola Energy, l\u2019un des trois actionnaires de la SMCADY avec Total S\u00e9n\u00e9gal et Vivo Energy, qui n\u2019a pas re\u00e7u le ravitaillement qui lui avait \u00e9t\u00e9 promis par le n\u00e9gociant duba\u00efote PSTV Energy. Lorsque l\u2019AIBD a \u00e9t\u00e9 inform\u00e9 de l\u2019ass\u00e8chement de son approvisionnement, il \u00e9tait trop tard pour esquiver la crise, estime Khaly Niang, directeur de la communication et de la coop\u00e9ration de l\u2019a\u00e9roport. \u00ab Personne n\u2019a vu venir ce probl\u00e8me \u00bb, r\u00e9sume quant \u00e0 lui No\u00ebl Deconinck.<\/p>\n<p>De son c\u00f4t\u00e9, Gerardo Mesias souligne que \u00ab l\u2019AIBD n\u2019avait vraisemblablement pas mis en place un plan de management de crise \u00bb et rappelle que malgr\u00e9 une importante production p\u00e9troli\u00e8re dans la sous-r\u00e9gion, les quelques raffineries ouest-africaines ne font pas du jet fuel une priorit\u00e9.<\/p>\n<p>L\u2019expert fustige au passage ce \u00ab manque de pr\u00e9paration \u00bb en arguant notamment que \u00ab l\u2019AIBD fait payer aux compagnies a\u00e9riennes des redevances significatives \u00bb \u2013 m\u00eame si elles sont, selon nos informations, en-de\u00e7\u00e0 de celles pratiqu\u00e9es \u00e0 Abidjan.<\/p>\n<p><b>Un d\u00e9veloppement port\u00e9 par Air S\u00e9n\u00e9gal<\/b><\/p>\n<p>L\u00e9g\u00e8rement moins touch\u00e9 que ses concurrents du fait de la pr\u00e9f\u00e9rence qui lui est accord\u00e9e, le pavillon national, Air S\u00e9n\u00e9gal, est celui qui a port\u00e9 l\u2019essentiel de la mont\u00e9e en puissance de l\u2019AIBD au premier trimestre de 2022. La compagnie a tout \u00e0 la fois densifi\u00e9 son r\u00e9seau et le remplissage de ses avions : depuis 2019, son volume de passagers a plus que doubl\u00e9 (+124 %, pour atteindre 64 232 passagers) alors que le nombre de ses rotations n\u2019a progress\u00e9 \u00ab que \u00bb de 74 %.<\/p>\n<p>Et Air S\u00e9n\u00e9gal, qui a re\u00e7u, \u00e0 la mi-mars, un nouvel Airbus A220-300 \u2013 dont la compagnie attend sept autres exemplaires \u2013 ne compte pas s\u2019arr\u00eater l\u00e0 : elle a d\u00e9j\u00e0 annonc\u00e9 une cinqui\u00e8me rotation hebdomadaire sur la ligne Dakar-Douala-Libreville pour la p\u00e9riode courant d\u2019avril \u00e0 octobre et une quatri\u00e8me fr\u00e9quence sur l\u2019axe Dakar-Marseille-Lyon pour les mois de juillet, ao\u00fbt et septembre 2022. Enfin, son programme de vols hebdomadaires vers New York et Washington passera de deux \u00e0 trois rotations \u00e0 compter du 13 juin.<\/p>\n<p>L\u2019AIBD a \u00e9galement pu compter sur Turkish Airlines, qui voit son total de passagers progresser de 50 % malgr\u00e9 des fr\u00e9quences l\u00e9g\u00e8rement plus faibles, mais aussi sur les compagnies ouest-africaines Asky et Mauritania Airlines, qui envoient toutes deux au S\u00e9n\u00e9gal pr\u00e8s d\u2019un tiers de passagers de plus qu\u2019en 2019, avec des fr\u00e9quences l\u00e9g\u00e8rement am\u00e9lior\u00e9es.<\/p>\n<p>Enfin, l\u2019am\u00e9ricain Delta Airlines, qui propose pr\u00e8s de 60 % de dessertes de plus qu\u2019en 2019, a doubl\u00e9 son trafic passagers depuis et vers Dakar, avec plus de 5 200 passagers sur le premier trimestre 2022.<\/p>\n<p><strong>Pour plus d&rsquo;informations et d&rsquo;analyses sur la <a href=\"https:\/\/www.africa-press.net\/senegal\">Senegal<\/a>, suivez <a href=\"https:\/\/www.africa-press.net\/\">Africa-Press<\/a><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Mehdi Ba et Nelly Fualdes Africa-Press &#8211; Senegal.
