Il s\u2019agit d\u2019un gr\u00e9 \u00e0 gr\u00e9 de 92 milliards de francs CFA.<\/p>\n<p>Pour obtenir l\u2019autorisation de passer ce march\u00e9 par entente directe, le Fonsis a demand\u00e9 le 15 juin dernier l\u2019autorisation de la Direction centrale des march\u00e9s publics (DCMP). La requ\u00eate est rejet\u00e9e. La DCMP consid\u00e9rant que le Fonds n\u2019avait pas fourni assez d\u2019\u00e9l\u00e9ments pertinents justifiant sa demande, au regard du Code des march\u00e9s, a rejet\u00e9 celle-ci.<\/p>\n<p>Le Fonsis se tourne alors vers l\u2019Autorit\u00e9 de r\u00e9gulation des march\u00e9s publics (ARMP) pour arbitrage. Il met sur la table les trois conditions requises par le Code des march\u00e9s pour les march\u00e9s de gr\u00e9 \u00e0 gr\u00e9 : le motif imp\u00e9rieux, l\u2019urgence et le risque de rupture de continuit\u00e9 du service public de sant\u00e9.<\/p>\n<p>L\u2019ARMP rappelle au Fonsis qu\u2019il n\u2019est pas l\u2019organe habilit\u00e9 pour remettre en cause la d\u00e9cision de la DCMP et l\u2019oriente vers le ministre secr\u00e9taire g\u00e9n\u00e9ral de la pr\u00e9sidence de la R\u00e9publique.<\/p>\n<p>D\u2019apr\u00e8s Lib\u00e9ration, qui r\u00e9v\u00e8le cette affaire dans son \u00e9dition de ce lundi, le 17 ao\u00fbt dernier, le secr\u00e9taire g\u00e9n\u00e9ral de la Pr\u00e9sidence saisit l\u2019ARMP d\u2019une correspondance class\u00e9e \u00abSecret\u00bb pour valider le march\u00e9 de gr\u00e9 \u00e0 gr\u00e9 de 92 milliards au profit de Quantum et Ghesa pour la reconstruction de l\u2019h\u00f4pital Le Dantec.
