Africa-Press – Senegal. <\/strong><\/span>The national dialogue started on May 31 resulted in 270 recommendations and proposals including \u201ckey measures\u201d that can contribute to the economic and social development of Senegal, underlined, Saturday, the general rapporteur of these consultations launched by the Head of State on May 31, Marie Ange\u0301lique Savane\u0301.<\/p>\n

Le rapport issu des travaux a e\u0301te\u0301 remis a\u0300 Macky Sall, samedi, lors d\u2019une ce\u0301re\u0301monie officielle tenue au palais de la Re\u0301publique.<\/p>\n

Marie Ange\u0301lique Savane\u0301 a pointe\u0301 \u00ab les recommandations pertinentes \u00bb qui pourraient contribuer au de\u0301veloppement e\u0301conomique et social du Se\u0301ne\u0301gal, en de\u0301pit de quelques de\u0301saccords a\u0300 propos desquels les participants au dialogue national n\u2019ont pas pu trouver de consensus.<\/p>\n

Sur les points de de\u0301saccords relevant de la commission politique, elle a e\u0301voque\u0301 les organes de tutelle et d\u2019organisation des e\u0301lections. Certains ont recommande\u0301 l\u2019e\u0301rection d\u2019un ministe\u0300re charge\u0301 des e\u0301lections, d\u2019autres (majorite\u0301 pre\u0301sidentielle) ont plaide\u0301 pour le maintien du syste\u0300me actuel, a releve\u0301 Mme Savane\u0301.<\/p>\n

Sur ce point pre\u0301cis, le pre\u0301sident de la Re\u0301publique conside\u0300re que \u00ab le Se\u0301ne\u0301gal qui vote depuis 1860, n\u2019a pas de proble\u0300me de syste\u0300me e\u0301lectoral \u00bb.<\/p>\n

The participants also did not manage to agree on the subject of the accumulation of the functions of president of the republic and party leader. Macky Sall says he does not find \u00ab\u00a0incontinents\u00a0\u00bb in the sense that the President of the Republic also remains \u00ab\u00a0a political actor\u00a0\u00bb.<\/p>\n

Regarding his possible third presidential candidacy, which is among the points of disagreement, the President of the Republic announced that he will address the nation \u201cvery soon\u201d on this question.<\/p>\n

Marie Ange\u0301lique Savane\u0301 cited, among the points of agreement, the amount of the deposit which must not exceed 30 million CFA francs for the presidential election. The sponsorship system and the issue of respect for the civic rights of certain candidates in legal proceedings were also the subject of agreements, according to the rapporteur.<\/p>\n

The Culture, Arts, Youth and Sports Committee made 30 recommendations, including the adoption of a \u00ab\u00a0sports charter\u00a0\u00bb and the strengthening of \u00ab\u00a0civic education\u00a0\u00bb, she pointed out, not to mention the \u00ab\u00a088 flagship measures\u201d of the Economic and Social Commission and the 30 recommendations of the Natural Resources Commission.<\/p>\n

The environment and living environment commission made 38 recommendations, including one on the issue of urban mobility, not to mention the 42 recommendations of the State modernization commission which insisted on \u201ceconomic and financial crime\u201d.<\/p>\n

Speaking of the points which were not included in the terms of reference, but which many participants would have liked to address, Marie Ange\u0301lique Savane\u0301 evoked \u201cthe return of compulsory military service\u201d.<\/p>\n

The chairman of the national dialogue steering committee, Moustapha Niasse, welcomed the \u00ab\u00a0maturity and openness\u00a0\u00bb that prevailed throughout the work. He also praised \u00ab\u00a0the record time\u00a0\u00bb (June 9-June 22) in which the technical dialogue commissions worked.<\/p>\n

\u201cIt is you (Macky Sall) who appreciate and endorse our recommendations,\u201d said Moustapha Niasse, presenting the report to the Head of State.<\/p>\n
