Africa-Press – Senegal. <\/strong><\/span>The Research Laboratory on Economic and Social Transformations (LARTES) of the Fundamental Institute of Black Africa Cheikh-Anta-Diop highlights the capacity for action available to Senegal in terms of mobilization of internal resources and financing of social protection for the period.<\/p>\n

\u00ab L\u2019E\u0301tat se\u0301ne\u0301galais dispose de potentiels de mobilisation de ressources internes et pe\u0301rennes permettant le de\u0301veloppement et le financement de la protection sociale \u00bb, e\u0301crit le LARTES dans un rapport consacre\u0301 a\u0300 ce sujet.<\/p>\n

Le document a e\u0301te\u0301 e\u0301labore\u0301 dans le cadre de la mise en \u0153uvre du projet \u00ab Renforcer la socie\u0301te\u0301 civile pour une protection sociale efficace \u00bb.<\/p>\n

L\u2019Institut panafricain de recherche, de formation et d\u2019action pour la citoyennete\u0301, la consommation et le de\u0301veloppement en Afrique (CICODEV Afrique), le conseil de\u0301partemental de Rufisque (ouest) et la de\u0301le\u0301gation de l\u2019Union europe\u0301enne au Se\u0301ne\u0301gal ont pris part a\u0300 l\u2019e\u0301laboration du rapport intitule\u0301 \u00ab Identification et e\u0301valuation des nouveaux modes de financement des programmes non contributifs de la protection sociale au Se\u0301ne\u0301gal \u00bb.<\/p>\n

L\u2019e\u0301tude, qui a e\u0301te\u0301 pre\u0301sente\u0301e re\u0301cemment par ces trois entite\u0301s, porte sur sept programmes sociaux mis en \u0153uvre par l\u2019E\u0301tat du Se\u0301ne\u0301gal.<\/p>\n

Il s\u2019agit du Programme national de bourses de se\u0301curite\u0301 familiale, de la gratuite\u0301 des soins des enfants a\u0302ge\u0301s de 0 a\u0300 5 ans, de la gratuite\u0301 de la ce\u0301sarienne et de l\u2019he\u0301modialyse. Les chercheurs ont e\u0301galement e\u0301tudie\u0301 la carte d\u2019e\u0301galite\u0301 des chances, le plan se\u0301same et les cantines scolaires.<\/p>\n

In total, \u201cthe financing need for the seven programs is estimated at 237.02 billion CFA francs in 2035, against 121.1 billion in 2023, i.e. a virtual doubling in thirteen years\u201d, informs the document.<\/p>\n

Regarding their financing mechanisms, the study points out that public authorities have \u00ab\u00a0painless\u00a0\u00bb levy possibilities, which should make it possible to mobilize a \u00ab\u00a0sufficient volume of resources to cover demand\u00a0\u00bb.<\/p>\n

He speaks of \u201cniches\u201d that the public authorities could exploit without \u201cburdening\u201d the purchasing power of consumers.<\/p>\n

The authors of the report refer in particular to natural resources (oil and gas), machinery and equipment, housing and housing, transport and tourism, telecommunications, financial services and gambling, public administration public goods, cosmetic products and certain food products.<\/p>\n

However, the report recommends the establishment of a \u201cnational social protection financing fund\u201d.<\/p>\n

The document also insists on the need to develop advocacy strategies, so that the resources devoted to social protection are seen not as an \u201cexpenditure\u201d but \u201can investment\u201d.<\/p>\n

However, the authors of the document deplore the fact that \u201cthe quality of the data remains an obstacle to research\u201d on social protection.<\/p>\n
