Mieux, dans certaines localit\u00e9s, elles y occupent une place centrale, notamment dans l\u2019information du public sur les probl\u00e8mes de d\u00e9veloppement, de sant\u00e9, entre autres. Aussi, elles mettent en \u0153uvre des programmes b\u00e9n\u00e9fiques pour la population.<\/div>\n<div><\/div>\n<div>Cependant, certaines ont un caract\u00e8re \u00e9ph\u00e9m\u00e8re : elles apparaissent soudainement pour dispara\u00eetre ou perdre de l\u2019importance quelques ann\u00e9es plus tard.<\/div>\n<div><\/div>\n<div>Les causes ? Le financement. En effet, les ressources financi\u00e8res de ces organisations reposent essentiellement sur les contributions publiques ou priv\u00e9es. Ce financement a nettement diminu\u00e9.<\/div>\n<div><\/div>\n<div>C&rsquo;est dans ce cadre que le Congad a r\u00e9uni durant cinq jours \u00e0 Saly, les acteurs de diff\u00e9rentes organisations de la soci\u00e9t\u00e9 civile afin de les former sur la gestion de programmes, sur la planification et la formulation de projets, la mise en \u0153uvre, le suivi et l&rsquo;\u00e9valuation des projets.<\/div>\n<div><\/div>\n<div>\u00a0\u00bbOn a constat\u00e9 des manquements pour la bonne gestion des projets et programmes\u00a0\u00bb, assure Ibrahima Kane, Directeur ex\u00e9cutif par int\u00e9rim du Congad.<\/div>\n<div><\/div>\n<div>Sur la base de ce constat, il \u00e9tait important pour le Congad de mettre en place une s\u00e9rie de formations au b\u00e9n\u00e9fice des membres d&rsquo;organisations de la soci\u00e9t\u00e9 civile.<\/div>\n<div><\/div>\n<div>Selon M. Kane, certaines organisations sont les plus financ\u00e9es, cela au d\u00e9triment des autres qui n&rsquo;ont pas une forte expertise.<\/div>\n<div><\/div>\n<div>\u00a0\u00bbOn enregistre une nette tendance \u00e0 la baisse des dons pour certaines ONG. Par manque d&rsquo;expertise, certaines organisations perdent leur financement face aux organisations internationales\u00a0\u00bb, indique M.Kane.<\/div>\n<div><\/div>\n<div>Selon, Kader Ndiaye, responsable technique au Congad, \u00a0\u00bbLes \u00e9quipes doivent \u00eatre bien outill\u00e9es. Les Ong ne fonctionnent que sur projet. Il nous faut un capital humain solide pour capter les financements. Il y a eu un recul important dans les facilit\u00e9s d&rsquo;acc\u00e8s au financement. Il y a une raret\u00e9 des financements. De plus en plus, les Ong n&rsquo;ont plus le droit d&rsquo;initiative. C&rsquo;est un partenaire qui a des financements et qui dit que ce financement est d\u00e9di\u00e9 \u00e0 telle localit\u00e9, tel domaine, tel cible, et dans telle r\u00e9gion m\u00eame parfois\u00a0\u00bb.<\/div>\n<div><\/div>\n<div>Il ajoute que \u00a0\u00bbLe manque de financement peut conduire \u00e0 faire disparaitre, \u00e0 faire d\u00e9p\u00e9rir, \u00e0 fausser l&rsquo;image d&rsquo;une organisation.
