Africa-Press – Seychelles. The Ministry of Agriculture, Climate Change and Environment and the Office of the Attorney General have chaired a meeting with residents affected by the PUC power station at Baie Ste Anne Praslin to clarify the mode of payment for compensation.

This follows a motion tabled at the National Assembly in 2017 by Honourable Churchill Gill.

A meeting was conducted last Saturday June 15 at the Baie Ste Anne district administration office to elaborate on matters related to the compensation scheme.

More than 100 people turned up for the meeting chaired by the Minister responsible for Environment, Flavien Joubert; the Attorney General, Frank Ally; the principal State Counsel, Mouhammed Saley, and the elected member of the National Assembly for Baie Ste Anne, Churchill Gill.

Minister Joubert made a statement at the beginning of the meeting and explained the level of interference must be sufficient enough to amount to a nuisance.

He further explained that the calculation of the amount payable to each resident has been reached based on how close they resided from the power station and for how long they have lived on that property.

He further expounded on the time and distance factor that the longer an individual has resided in the area, the more they will be compensated. The distance factor has been worked out by applying a ‘Noise Ratio’ which has been calculated based on the distance the individual lived from the power station. The noise ratio has been calculated based on the impact of the noise caused on the individual’s life, by reference to relative noise levels that have been assessed scientifically.

Those present at the meeting queried on other matters related to the method used before calculating the compensation.

The minister reassured the residents that the meeting was a proposal based on the facts and reports made by the concerned parties.

On that note, he informed those present that his ministry will meet with entities concerned to outline matters raised at Saturday’s meeting, followed by another one, where an offer letter will be presented to each claimant, who will then have 30 days to consider.

One final meeting will then take place for the official signing of the letters.
