{"id":2182,"date":"2022-02-04T17:35:27","date_gmt":"2022-02-04T17:35:27","guid":{"rendered":"https:\/\/www.africa-press.net\/seychelles\/all-news\/cabinet-gives-first-approval-for-the-drafting-of-the-merchant-shipping-marine-accident-reporting-and-safety-investigation-regulations-2022-04-february-2022"},"modified":"2022-02-04T19:48:46","modified_gmt":"2022-02-04T19:48:46","slug":"cabinet-gives-first-approval-for-the-drafting-of-the-merchant-shipping-marine-accident-reporting-and-safety-investigation-regulations-2022-04-february-2022","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/seychelles\/all-news\/cabinet-gives-first-approval-for-the-drafting-of-the-merchant-shipping-marine-accident-reporting-and-safety-investigation-regulations-2022-04-february-2022","title":{"rendered":"Cabinet gives first approval for the drafting of the Merchant Shipping (Marine Accident Reporting and Safety Investigation) Regulations, 2022 |04 February 2022"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; Seychelles. <\/strong><\/span>The Ministry of Transport announced yesterday that cabinet has given first approval for the drafting of the Merchant Shipping (Marine Accident Reporting and Safety Investigation) Regulations, 2022.<\/p>\n<p>Maritime Accident Investigation Board (MAIB) is established under Section 227 of the Merchant Shipping Act, as the entity responsible for making safety investigations for any incidents and accidents that occur in our maritime space.<\/p>\n<p>This new regulation will be transposing international obligations under the Code of International Standards and Recommended Practices for a Safety Investigation into Marine Casualty or Marine Incident in our national legislation.<\/p>\n<p>Noting part of the introduction of the Code: \u201cAcknowledging that the investigations and proper analysis of marine casualties and incidents as to lead to greater awareness of casualty causation and result in remedial measures, including better training for the purpose of enhancing safety of life at sea and protection of the marine environment\u201d.<\/p>\n<p>This new regulation will make some of the following provisions:<\/p>\n<p>\u2022 Board function<\/p>\n<p>\u2022 Duty to report accidents and serious injuries<\/p>\n<p>\u2022 Assessments<\/p>\n<p>\u2022 Procedures of conduct of investigations<\/p>\n<p>\u2022 Collection of evidence and preservation of evidence<\/p>\n<p>\u2022 Disclosure of records<\/p>\n<p>\u2022 International cooperation<\/p>\n<p>\u2022 Marine safety investigation reports<\/p>\n<p>\u2022 Publication of final reports<\/p>\n<p>\u2022 Recommendations<\/p>\n<p>The Ministry of Transport strongly supports having this regulation approved as it will assist in sensitising the public about the MAIB and its functions, as well as its procedures of investigations.
