Africa-Press – Seychelles. <\/strong><\/span>Following the official launch of the Result Based Management (RBM) training framework in the public service on Monday, a group of 66 public servants started the first training yesterday at The Guy Morel Institute.<\/p>\n

The objective of RBM is to increase public sector efficiency in order to create the fiscal space required to deliver national priorities, to enhance transparency in order to strengthen open and accessible government, to maximise public sector effectiveness in order to provide accessible high quality services and improve government performance and to develop a performance driven planning culture system instruments and tools so as to ensure that government delivers its mandate by achieving planned objectives and outcomes.<\/p>\n

The chief secretary of the Public Service Bureau (PSB), Shella Mohideen, explained that these trainings will be done for eight groups of staff working in the following sectors: Education, Employment and Social Affairs, Local Government and Community Affairs, Internal Affairs, Transport, Health, Youth, Sports and Family, Fisheries and the Blue Economy; Agriculture, Climate Change and Environment; Investment, Entrepreneurship and Industry; Lands and Housing; Finance, Economic Planning and Trade; President\u2019s Office, Vice-President\u2019s Office, Constitutionally appointed authorities and other statutory bodies.<\/p>\n

\u201cThe training will be done in three phases: First phase will be planning. It does not mean that planning was not done before but often times we were not using the plans for implementation. The second phase will be the budget including monitoring for the implementation and the third phase will be performance management system,\u201d explained Ms Mohideen.<\/p>\n

The chief secretary of the PSB emphasised a lot on \u2018things to be different\u2019 after the training.<\/p>\n

\u201cIf we want different results, we have to do things differently. For this training, the staff have to dedicate time to reflect on how to do things differently. Public money should be used to serve the public and the expectation of the public is quite high in Seychelles. In the past many of the staff in the government sector have gone through trainings and we will not be discussing new ideas. What will be different this time, is that we will make a commitment to change things positively. With this reform of the Public Service Bureau, its role will change from administration to a regulatory body. The bureau will conduct audits to see where the challenges are. The audits will not be done to punish people but mainly to give more capacity to the staff. But after doing all that, if still things do not change, then we will have to shift people from their positions. This is why we are implementing the RBM as if we are holding a position we need to bring results. Nobody is perfect and we all have areas to improve upon and together while discussing and reflecting, we can bring the necessary changes.\u201d<\/p>\n

Ms Mohideen stressed on the fact that this is an ongoing process and changes will take time but will not drag. The Department of Public Administration was also doing the audits but now the standards will be revised to fit the standard.<\/p>\n

\u201cWe, as public servants, have to make sure that the service we are giving is what the public requires. We all have to work to earn our salary,\u201d concluded Ms Mohideen.<\/p>\n
