Parliament Summons Kingho Mining, Dangote, 18 Other Companies Over Revenue Arrears

Africa-Press – Sierra-Leone. The Public Accounts Committee (PAC) of the Sierra Leone Parliament has issued a public notice summoning 20 companies to address outstanding revenue arrears owed to the Government of Sierra Leone.

The decision follows the PAC’s review of revenue arrears records, conducted in accordance with its functions as outlined in Order 70(6) of the Standing Orders of the Parliament of Sierra Leone and Regulation 73 of the Public Financial Management Regulations 2018.

Parliament’s action is also grounded in Section 8(1) of the Finance Act 2022, which amends Section 106 of the Income Tax Act 2000, establishing that “Income that is due and payable shall be the debt owed to Sierra Leone and shall be payable to the Commissioner General.”

Section 8(2) of the same act empowers the Commissioner General to “publish the details of each defaulter and the corresponding debt in the Gazette or a registered media outlet” to enforce payment.

Pursuant to Sections 93(3) and 93(6) of the 1991 Constitution (Act No. 6 of 1991) and Order 70(6) of the Standing Orders of Parliament, the PAC has summoned the 20 companies, along with the leadership of the National Minerals Agency (NMA), to appear before the Committee on Wednesday, 30th April 2025 at 11:00 AM at the Administrative Building of Parliament, Tower Hill, Freetown. The purpose of the summons is to address arrears owed to the NMA as of December 31, 2024.

The public notice explicitly states that failure to comply with the summons may result in enforcement action in accordance with the law.
