Teacher Accuse of Payroll Fraud: Receives Salary Without Teaching for Over Five Years

Africa-Press – Sierra-Leone. A teacher at Methodist Junior Secondary School in Kenema, Jusu Michael Kapu, has reportedly been receiving a government salary since 2018 despite not performing his teaching duties.

The situation has raised serious concerns among community members, fellow educators, and school authorities, who claimed that Kapu has been absent from his teaching responsibilities for years.

Munya Bawoh, an investigative journalist, has submitted a formal complaint to the Anti-Corruption Commission (ACC) detailing the claims against Kapu, who also serves as a councilor for Kenema City Council. According to the complaint, Kapu has not been present at the school since 2018, yet remains listed on the government payroll.

Bawoh’s investigation indicates that during the 2018-2019 academic year, Kapu was absent, allegedly participating in political activities. The trend continued in the 2019-2020 and 2021-2022 academic years, with no recorded attendance.

In the 2020-2021 academic year, report further revealed that he signed the attendance book only twice, on September 14th and October 21st, 2021. He was also absent during the 2022-2023 and 2023-2024 academic years.

In the current 2024-2025 academic year, Kapu reportedly visited the school to participate in a teacher verification exercise, signing the attendance book multiple times in March and April 2025, but without fulfilling teaching responsibilities.

The journalist has called on the ACC to investigate the matter thoroughly, ensuring accountability and implementing measures to prevent future payroll irregularities.
